P a' _,c 2 t i l Downtown Solutions, Inc., has been retained on an as -needed basis, to assist the Committee with design issues. The Committee will review the sign ordinance with an emphasis on the following key issues: • Should citywide sign regulations reflect Cooley Ranch Specific Plan Guidelines, or should it (Cooley Ranch) be amended to be closer to the City's? • Use term (design) "guidelines" (omit "prohibited") • Use list of what's already been approved or denied (variances) for reference • Establish standards that are reflective of, and distinctly "Colton" • Review what other cities have done (i.e. Temecula and Rancho Cucamonga). • Use survey results to guide sub -committee • Use up-to-date ordinances from other cities as models and add sign -off on planned signage as part of process • Decide what sign types will be allowed • Base sign on roadway and type of center • Use science to determine what types and sizes to allow • Determine what type of illumination/construction • Evaluate temporary signs • Review list of prohibited signs FINANCIAL IMPACT N/A ENVIRONMENTAL IMPACT N/A CONFLICT OF INTEREST N/A RECOMMENDATION Announce and ratify the following members of the Sign Guidelines Review Committee: Mayor Deirdre Bennett; Councilmembers Richard Delarosa and Isaac Suchil; Planning Commissioner Chairperson Tony Vilches; Planning Commissioners Tom Archuleta and Jose Perez, III; Executive Director for the Chamber of Commerce Eufemia Reyes; former EDSPAC members Larry Lord and Dan Melzer; and an adjunct member representing the sign industry.
