CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 199 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE CHANGE ORDER NO. 1 AND AUTHORIZE <br />EXECUTION AND RECORDATION OF THE NOTICE OF <br />COMPLETION FOR THE RANCHO MILL TRAFFIC <br />SIGNALIZATION PROJECT <br />DATE: AUGUST 28, 2006 <br />BACKGROUND: <br />On September 16, 2003, the City Council and Redevelopment Agency Board adopted Resolution <br />Nos. R-100-03 and 819 respectively, authorizing a loan between the City of Colton and the <br />Agency in the amount of $500,000. On December 9, 2003, January 13 and February 3, 2004, a <br />Citizen Advisory Committee met and prioritized projects to be completed with the loan proceeds. <br />On April 6, 2004, the Agency adopted Resolution No. 822 and 828 respectively, authorizing the <br />Agency to proceed with specific redevelopment activities in the Rancho Mill Project Area. One <br />of the projects identified is installation of a traffic signal at the four-way STOP intersection of <br />Citrus St. and Rancho Ave. <br />On April 6, 2004, the City and Agency entered into a Rancho Mill Public Works Project <br />Funding and Construction Management Agreement (CMA) wherein the Agency agreed to <br />finance the agreed upon improvements and the City agreed to design, install and maintain the <br />improvements. In addition, the adoption of these aforementioned resolutions authorized <br />$450,000 of the $500,000 loan proceeds to be transferred from the Rancho/Mill Debt Service <br />Fund 872 to the Capital Improvement Fund 450. <br />The Rancho Mill Traffic Signalization Project's scope of work included: installation of traffic <br />signal, striping, street signs, and handicap ramps at the intersections of Laurel Street, Citrus <br />Street and Johnston Avenue. The funding allocation for this project from the Redevelopment <br />Agency -Rancho Mill Project Area is $165,000 and the rest was funded thru Traffic Impact Fees. <br />The total funding appropriated for the project is $495,000. <br />ANALYSIS/DISCUSSION: <br />On January 17, 2006, the City Council authorized the award of a contract for the Rancho Avenue <br />Three (3) Traffic Signal Project (Rancho Mill Traffic Signalization) to New West Signal of <br />Fontana, California, in the amount of $469,999.
