CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 19, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: CAROLINA BARRERA, CITY OF COLTON, CITY CLERK <br />SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING CHAPTER 2.02 OF THE COLTON <br />MUNICIPAL CODE REGARDING COUNCIL DISTRICT <br />BOUNDARIES FOR COUNCIL DISTRICTS 5 AND 6 <br />DATE: September 19, 2006 <br />BACKGROUND: <br />On September 20, 2004, Colton South Annexation Nos. S-50 and S-51 became effective. In <br />Annexation No. S-50, the City annexed County Service Areas 38 and 70, which included an <br />estimated population of two -hundred and fourteen (214). The area encompassed four sub -areas of <br />land: (1) a parcel of unincorporated land lying northwest of the intersection of Bostick Avenue and <br />Litton Avenue (10.7 acres); (2) a parcel of unincorporated land lying northwest of the intersection of <br />La Loma Avenue and Rosedale Avenue (36.5 acres); (3) a parcel of unincorporated land lying east <br />of La Cadena Drive and south of Barton Road (24.2 acres); and (4) a parcel of unincorporated land <br />lying in the Colton area in the County of San Bernardino beginning at the intersection of the easterly <br />prolongation of the centerline of Litton Avenue with the Burlington, Northern and Santa Fe <br />Railroad, also being a point in the City of Grand Terrace Boundary (35.2 acres). The acreage listed <br />above is approximate. <br />In Annexation No. S-51, the City annexed more of County Service Areas 38 and 70, which <br />included an estimated population of forty-six (46). The area comprised approximately 55.4 acres <br />and was generally bordered on the north by parcel boundaries (existing City of Colton boundary at <br />the time of the annexation), on the east by parcel boundaries (existing City of Loma Linda <br />boundary), on the south by the San Bemardino/Riverside County line and on the west by a <br />combination of Reche Canyon Road and parcel boundaries (existing City of Colton boundary at the <br />time of the annexation). The area is bisected by Reche Canyon Road in a north/south direction. <br />California law regarding annexations states as follows: <br />"If at any time between each decennial federal census, a city annexes <br />territory ... the legislative body of the city annexing the <br />territory... shall reexamine the boundaries of its council districts after <br />ORANGE\I iKENNY\29777.5 <br />
