R-21-25 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ADOPTING MOU SIDE LETTERS AND CHANGES TO THE TERMS AND <br />CONDITIONS OF EMPLOYMENT OF EMPLOYEES IN THE MOUS OF <br />THE COLTON POLICE CIVILIAN EMPLOYEES ASSOCIATION (CPCEA), <br />THE TEAMSTERS LOCAL 1932 — GENERAL EMPLOYEES UNIT <br />(GENERAL UNIT), THE TEAMSTERS LOCAL 1932 MID -MANAGER <br />EMPLOYEE UNIT (MM) AND THE INTERNATIONAL BROTHERHOOD <br />OF ELECTRICAL WORKERS LOCAL 47, WATER/WASTEWATER <br />DIVISION (IBEW W/WW) AND AMENDING THE FY2024-25 BUDGET TO <br />IMPLEMENT THE PLAN FOR THIS FISCAL YEAR. <br />WHEREAS, the City of Colton (City) desires to implement a compensation market <br />adjustment to address the current recruitment and retention emergency by increasing identified <br />City of Colton salaries to mid -market with neighboring agencies for the members of the Colton <br />Police Civilian Employees Association (CPCEA), Teamsters Local 1932 - General Employees <br />Unit (General Unit), Teamsters Local 1932 — Mid -Manager Employee Unit (MM) and <br />International Brotherhood of Electrical Workers Local 47, Water/Wastewater Division (W/WW). <br />This adjustment will assist in the future recruitment and retention of key personnel throughout the <br />City's departmental structure. City staff met and conferred in good faith, fully communicating and <br />exchanging information concerning these proposed side letters with the representatives of the <br />associations. These changes will be included in the existing MOUs of four employee associations <br />as addendum side letters as follows: <br />WHEREAS, the appointed representatives of the parties agreed on some issues as stated in <br />the attached side letters and recommend that the City and the bargaining units implement these <br />agreements; and <br />WHEREAS, the City Council approves Teamsters General Side letter #4 between the City <br />and the Teamsters General Unit (General): In May 2025, association classifications will receive <br />mid -level market salary compensation adjustments, averaging 11.12%, as specified in General <br />Side Letter #4, Attachment One "I".
