R=10-25, CUA-01-25, and CHA-01-25. <br />[Staff Person: Stacey Dabbs] <br />Staff Presentation <br />Stacey Dabbs, Director of Finance, presented to Council an overview of the agenda item and <br />requested approval of staffs recommendation. <br />Public Comment <br />None <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification <br />provided by Finance Director, Stacey Dabbs; Police Chief, Anthony Vega; and City Manager, <br />William R.
