ITEM #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 21, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: City Manager & City Attorney <br />SUBJECT: APPROVAL OF EXTENSION OF URGENCY <br />ORDINANCE NO. 0-21-06 (PELLISIER RANCH <br />AREA MORATORIUM) FOR A PERIOD OF TEN (10) <br />MONTHS AND FIFTEEN (15) DAYS ON THE <br />APPROVAL OF LAND USE ENTITLEMENTS AND <br />PERMITS WITHIN THE LA LOMA <br />HILLS/PELLISIER RANCH AREA <br />DATE: November 16, 2006 <br />BACKGROUND: <br />On October 17, 2006, the City Council approved Urgency Ordinance No. 0-21-06 <br />enacting a moratorium on the approval of land use entitlements and permits within the <br />La Loma Hills/Pellisier Ranch area of the City ("Pellisier Ranch Area"). The boundaries <br />of the Pellisier Ranch Area are shown on the attached Exhibit "A." <br />The Pellisier Ranch Area moratorium was approved by 4/5ths vote of the City Council <br />because of concerns that some land uses and buildings could be approved that would be <br />incompatible with the recommendations from the EDSPAC (Economic Development <br />Strategic Planning Advisory Committee) and the City's expressed land use vision for the <br />Pellisier Ranch Area. Such land uses and buildings would also be incompatible with the <br />contemplated General Plan, specific plan and zoning revisions being considered, <br />especially changes in land use designations and policies that attempt to mitigate the <br />impacts of intense land uses on surrounding properties. <br />
