The Project <br />would include new sources of daytime and nighttime lighting such as streetlights, exterior <br />and interior lighting as part of the proposed two buildings, and new mobile sources of lighting <br />from incoming and outgoing vehicles. The Project would comply with the City's Zoning <br />Code, Chapter 18.42, which regulates glare and outdoor lighting in the Performance Standards <br />chapter. The City would review project plans to ensure all lighting includes the required <br />lighting specifications that would reduce lighting and glare impacts. Therefore, the City's <br />routine plan check procedures would ensure that new light sources associated with the Project <br />is appropriately designed and maintained to minimize impacts. <br />5. The exterior design of the buildings and structures will not be injurious or detrimental to <br />the environmental or historic features of the immediate neighborhood in which the <br />proposed Project is located and will not cause irreparable damage to property in the <br />neighborhood, to the City and to its citizens. <br />Because the project is located within Agua Mansa Historic District, no Building Permit may <br />be issued unless a Certificate of Appropriateness issued first. In a separate resolution (R-11- <br />26) under Certificate of Appropriateness Findings, the project was analyzed in accordance <br />with the requirements for issuing a Certificate of Appropriateness and was found that the <br />project is consistent with the purpose and intent of the Historic Preservation Ordinance. <br />Specifically, the project was fully evaluated with regards to any historic resources which <br />could be damaged as a result of the proposed development. The evaluation revealed the <br />absence of historic resources on the site. Therefore, the exterior design of the buildings will <br />not be detrimental to the Agua Mansa Historic District. Although not related to the <br />implications of the exterior design of buildings, nonetheless a standard condition of approval <br />requires the documentation and preservation of historic resource by recovery, identification, <br />and curation, should they be discovered during construction. <br />6. The proposed Project will not impose an undue burden upon off -site public services, <br />including sewer, water and streets, which conclusion shall be based upon a written report <br />of the City Engineer; and there is provision in the capital works program of the City to <br />correct the specific burden within a reasonable period after the Project will be completed. <br />The proposed project will require various off -site improvements to water, sewer and street <br />systems. These improvements have been evaluated to ensure their construction or <br />requirement will not impose an undue burden upon off -site public services. The City Engineer <br />has evaluated the improvements and has determined that they will not impose undue burden. <br />These improvements were also analyzed as part of the environmental review in support of the <br />Initial Study and Checklist in accordance with the California Environmental Quality Act <br />(CEQA). The Initial Study did not find any evidence that the project will impose undue burden <br />upon off -site public services. <br />SECTION 8. Based upon the findings set forth in Sections 3, and 8 of this Resolution, the <br />City Council hereby approves an Architectural and Site Plan Review to allow the construction <br />of a 456,445 square foot, 50 foot high, warehouse/office building and associated site improvements, <br />
