2 3 4 5 6 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the City has conducted an analysis of the Project, consistent with CEQA Guidelines section 15183 ("Section 15183 Analysis"), and found that it is in conformance with the analysis and conclusions of the General Plan EIR, that there are no new significant off -site or cumulative impacts that were not analyzed in the General Plan EIR, that there are no adverse impacts that are more severe than those previously identified in the General Plan EIR. WHEREAS, on February 3, 2026, the City Council held a duly noticed public hearing on the Development Agreement No. 0-04-26 attached herein as Exhibit B-1; and WHEREAS, at the public hearing, the City Council considered the Staff Report, the Development Agreement, and public testimony. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: SECTION L . COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. As a decision -making body for the Project, the City Council has reviewed and considered the information contained in the Revised 15183 Analysis, comments received, and other documents contained in the administrative record for the Project. Based on the City Council independent review and analysis it finds that the Revised 15183 Analysis and administrative record contain a complete and accurate reporting of the environmental impacts associated with the Project, and that the Revised 15183 updated Analysis has been completed in compliance with CEQA and the State CEQA Guidelines. SECTION 2. FINDINGS ON ENVIRONMENTAL IMPACTS. Based on the whole record before it, including the Revised 15183 Analysis, the administrative record, and all other written and oral evidence, the City Council finds that the Project will not have an adverse impact on the environment. According to Section 15183(a) (Projects Consistent with a Community Plan or Zoning), of the CEQA Guidelines, additional environmental review is not required for projects "which are consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified," except as might be necessary to determine whether there are project -specific significant effects. A Revised 15183 Analysis was prepared to evaluate the proposed Project's consistency with the certified 2013 City General Plan EIR to determine whether it would have new or more severe significant environmental effects beyond those identified in the 2013 General Plan EIR. Environmental impacts associated with the proposed Project would be similar to those anticipated for the project area in the 2013 General Plan EIR. Mitigation beyond that identified in the 2013 General Plan EIR is not required. As such, pursuant to CEQA Guidelines section 15183, no additional environmental review or documentation is required under CEQA because all environmental impacts of the Project (DAP-001-816) are either less than significant or can be mitigated to a level of less than significant under the mitigation measures outlined in the Revised 15183 Analysis, alternatively, there is no substantial evidence in the administrative record supporting a fair argument that the Project may result in any significant environmental impacts. SECTION 3. ADOPTION OF THE REVISED 15183 ANALYSIS. The City Council hereby approves and adopts the Revised 15183 Analysis as attached hereto as Exhibit "A-1.".
