COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL <br />QUALITY ACT. As a decision -making body for the Project, the City Council has reviewed <br />and considered the information contained in the Revised 15183 Analysis, comments received, <br />and other documents contained in the administrative record for the Project. Based on the City <br />Council independent review and analysis it finds that the Revised 15183 Analysis and <br />administrative record contain a complete and accurate reporting of the environmental impacts <br />associated with the Project, and that the Revised 15183 updated Analysis has been completed <br />in compliance with CEQA and the State CEQA Guidelines. <br />SECTION 2. FINDINGS ON ENVIRONMENTAL IMPACTS. Based on the whole <br />record before it, including the Revised 15183 Analysis, the administrative record, and all other <br />written and oral evidence, the City Council finds that the Project will not have an adverse impact <br />on the environment. According to Section 15183(a) (Projects Consistent with a Community <br />Plan or Zoning), of the CEQA Guidelines, additional environmental review is not required for <br />projects "which are consistent with the development density established by existing zoning, <br />community plan, or general plan policies for which an EIR was certified," except as might be <br />necessary to determine whether there are project -specific significant effects. A Revised 15183 <br />Analysis was prepared to evaluate the proposed Project's consistency with the certified 2013 <br />City General Plan EIR to determine whether it would have new or more severe significant <br />environmental effects beyond those identified in the 2013 General Plan EIR. Environmental <br />impacts associated with the proposed Project would be similar to those anticipated for the <br />project area in the 2013 General Plan EIR. Mitigation beyond that identified in the 2013 General <br />Plan EIR is not required. As such, pursuant to CEQA Guidelines section 15183, no additional <br />environmental review or documentation is required under CEQA because all environmental <br />impacts of the Project (DAP-001-816) are either less than significant or can be mitigated to a <br />level of less than significant under the mitigation measures outlined in the Revised 15183 <br />Analysis, alternatively, there is no substantial evidence in the administrative record supporting <br />a fair argument that the Project may result in any significant environmental impacts. <br />SECTION 3. ADOPTION OF THE REVISED 15183 ANALYSIS. The City Council <br />hereby approves and adopts the Revised 15183 Analysis as attached hereto as Exhibit "A-1.". <br />SECTION 4.
