Ceremonial Matters <br />Presentations, Awards, Proclamations <br />■ New Employee Recognition - 10/1/25 through 12/31/25 <br />Thomas Cody, Director of Human Resources, presented to Council eight new employees that <br />were hired between 10/1/25 and 12/31/25. Finance Director, Stacey Dabbs; Electric Utilities <br />Director, Charles Berry; and Police Chief, Anthony Vega, recognized and introduced each of their <br />department's new hires. <br />The Following New Hires were Recognized: <br />o Mary Lou Padilla, Customer Service Rep I <br />o David Navar, Joint Pole Coordinator <br />o Ruben Briones, Power Line Technician <br />o Norman Starks, Police Officer <br />o Brett Hottel, Police Officer <br />o Juan Coello, Police Officer <br />o Jordan Campa, Police Officer <br />o Yanira Harris, Community Service Officer <br />Mayor and Council Items <br />Gift Disclosures - None <br />AB 1234 Oral Reports <br />Mayor Navarro and Council Member Chastain both reported that they attended the League of <br />California Cities Inland Empire Division meeting, which was held January 29, 2026, in Grand <br />Terrace, CA. <br />Appointments - None <br />Mayor and Council Discussion Items <br />1) Discussion and potential direction to staff regarding a ballot measure to convert existing <br />City Clerk and City Treasurer positions from elected positions to appointed positions (CM <br />Gonzalez). <br />MPT Gonzalez presented an informative PowerPoint presentation and requested that the <br />City Council direct staff to bring back an agenda item that would allow Council to consider <br />adding a ballot measure to the June 2, 2026, Primary Election, which would give the <br />residents of Colton the ability to decide whether the elected City Clerk and elected City <br />
