ITEM #19 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF FEBRUARY 6, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR 2006/2007 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT OF $30,000; AUTHORIZE AWARD OF A CONSTRUCTION AGREEMENT FOR CDBG PROJECTS #104- 32105/2900 AND #104-32205/2901 TO PORTSMOUTH CONSTRUCTION, INC. AS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, IN THE AMOUNT OF $496,891.65. DATE: JANUARY 24, 2007 BACKGROUND: The CDBG (Community Development Block Grant) Project #104-32105/2900 and #104- 32205/2901 are part of the CIP (Capital Improvement Program) of scheduled projects for construction during fiscal year 2006-2007. The scope of work for CDBG Project #104-32105/2900 will install street improvements such as: missing concrete curb, gutter, sidewalk and handicap ramp improvements. Streets included in this project number are Wildwood Avenue (from Glenwood to Coburn) and Glenwood Avenue (Olive to Wildwood). The scope of work for Project #104-32205/2901 includes: 1) street and alley paving and 2) construction of missing concrete curb, gutter, sidewalk and handicap ramp. Concrete improvements correspondent to this project will take place along: Walnut Street (Maple to Congress), Congress Street (5th to Walnut), Hert Street (Walnut to La Cadena) and 9th Street (`K' to `O'). Asphalt improvements included in the specifications of this project will include the following locations: 6th Street (L to south end alley), an alley from La Cadena Drive to 9th Street (between `N' and `O') and an alley from 91h to 10th (between M and N). All project locations are shown in Exhibit A. ANALYSIS/DISCUSSION: On November 7, 2006, the City Council authorized the request to solicit bids for this project. Staff has complied with the procedures as set by the Section 3.08.090 of the purchasing ordinance for formally bid public projects. The advertisement for public bidding correspondent to this project was published beginning on September 6, 2006 and the bid opening was conducted on January 16, 2007.
