ITEM #19 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT PROGRAM IN THE <br />AMOUNT OF $30,000; AUTHORIZE AWARD OF A <br />CONSTRUCTION AGREEMENT FOR CDBG PROJECTS #104- <br />32105/2900 AND #104-32205/2901 TO PORTSMOUTH <br />CONSTRUCTION, INC. AS THE LOWEST RESPONSIVE AND <br />RESPONSIBLE BIDDER, IN THE AMOUNT OF $496,891.65. <br />DATE: JANUARY 24, 2007 <br />BACKGROUND: <br />The CDBG (Community Development Block Grant) Project #104-32105/2900 and #104- <br />32205/2901 are part of the CIP (Capital Improvement Program) of scheduled projects for <br />construction during fiscal year 2006-2007. The scope of work for CDBG Project #104-32105/2900 <br />will install street improvements such as: missing concrete curb, gutter, sidewalk and handicap ramp <br />improvements. Streets included in this project number are Wildwood Avenue (from Glenwood to <br />Coburn) and Glenwood Avenue (Olive to Wildwood). <br />The scope of work for Project #104-32205/2901 includes: 1) street and alley paving and <br />2) construction of missing concrete curb, gutter, sidewalk and handicap ramp. Concrete <br />improvements correspondent to this project will take place along: Walnut Street (Maple to <br />Congress), Congress Street (5th to Walnut), Hert Street (Walnut to La Cadena) and 9th Street (`K' <br />to `O'). Asphalt improvements included in the specifications of this project will include the <br />following locations: 6th Street (L to south end alley), an alley from La Cadena Drive to 9th Street <br />(between `N' and `O') and an alley from 91h to 10th (between M and N). All project locations are <br />shown in Exhibit A. <br />ANALYSIS/DISCUSSION: <br />On November 7, 2006, the City Council authorized the request to solicit bids for this project. Staff <br />has complied with the procedures as set by the Section 3.08.090 of the purchasing ordinance for <br />formally bid public projects. The advertisement for public bidding correspondent to this project <br />was published beginning on September 6, 2006 and the bid opening was conducted on January 16, <br />2007. Staff received formal proposals from five (5) firms, with their corresponding base bid amount <br />as follows: <br />
