2.2.8.1 Pumping or bypassing of sewage flow to surface waters or ground <br />surface is strictly prohibited. The Contractor must immediately provide a <br />verbal report of all such releases to the City's representative. A written <br />report must be provided to said representative within 24 hours of the <br />incident. At a minimum, notification must include the date, time, duration, <br />estimated quantity and cause of the discharge. The Successful <br />Contractor will be responsible for all fines and penalties resulting from <br />such releases. <br />2.2.8.2 Plugging or Blocking: When plugging or blocking using sewer line plugs, <br />inflatable dams or sandbags are required, the sewer line shall be plugged <br />upstream of the section being worked. The plug shall be so designed that <br />all or any portion of the sewage can be released to prevent flooding or <br />discharge. At the end of each work day, all plugs shall be removed and <br />flow shall be restored to its normal condition. Under no circumstances <br />will plugs be allowed to remain in place during ran events, overnight or <br />over the weekend. <br />2.2.8.3 Pumping and Bypassing: When pumping and bypassing is required the <br />Contractor shall supply the pumps, conduits, and other equipment <br />necessary to divert sewage flow around the sewer section being cleaned. <br />The bypass system shall have sufficient capacity to handle dry weather <br />flow plus the additional flow that may occur during rainstorm. The <br />Contractor will be responsible for furnishing all necessary labor and <br />supervision to set up and operate the pumping and bypassing system. If <br />pumping is required in an area primarily zoned residential, pump engines <br />shall be equipped to minimize noise level to the greatest extent possible. <br />As such the City reserves the right to limit pumping activities in these <br />areas. <br />2.2.8.4 Flow Control Precautions: When flow in a sewer line is plugged, blocked, <br />or bypassed; sufficient precautions must be taken to protect the sewer <br />lines from damage that might result from surcharging. Further <br />precautions must be taken to insure that sewer flow control operations do <br />not cause flooding or damage to public or private property. At the end of <br />each work day, all plugs shall be removed and flow shall be restored to its <br />normal condition. UNDER NO CIRCUMSTANCES will plugs be allowed <br />to remain in place overnight or over the weekend. <br />3.0 Sewer Debris Removal, Transportation, Transfer and Documentation <br />3.1.1 All debris removed from the sewer must be drained of free liquids prior to being <br />transported off-site. The Contractor will not be permitted to store debris on-site. All <br />materials shall be removed from the site at the end of each workday. Under NO <br />circumstances will the Contractor be allowed to leave accumulated debris on site. <br />3.1.2 All debris must be covered to prevent dislodgement during transportation to the <br />disposal facility.
