ITEM #24 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Approve Contract with EDAW for Development of Specific Plan / <br />EIR for Pellisier Ranch / La Loma Hills Area. <br />DATE: January 25, 2007 <br />BACKGROUND: <br />The proposed project area for La Loma Hills / Pellisier Ranch Area Specific Plan consist of <br />approximately 1,428 acres of undeveloped land. The project is bounded by the Santa Ana <br />River to the north and west, single family homes to the east and the City limits to the <br />southwest. In addition, the Colton Landfill bounds the site to the north. The City of Colton <br />is developing standards for planning and development to guide growth in the subject vicinity <br />of Colton as part of the Pellisier Ranch Area Specific Plan. <br />On March 30, 2006, the Community Development Department issued a Request for <br />Proposal (RFP) and solicited nineteen planning consultants to develop a Specific Plan for <br />the Pellisier Ranch Area. Due to concerns addressed by Council members during the <br />August 1, 2006 Council meeting, the City Manager and the City Attorney decided to cancel <br />the RFP process and directed staff to work with the Purchasing Manager to oversee and <br />re -issue the RFP. <br />DISCUSSION/ANALYSIS: <br />Diligent effort was made to solicit competitive proposals from qualified contractors to <br />develop a Specific Plan for the area known as the La Loma HiHs/Pellisier Ranch area. On <br />October 24th, 2006, Request for Proposal RFP -JS -07013 was distributed to 85 potential <br />bidders via the City's online bidding system: www.TheNetworkBidSystem.com. Due to the <br />complexity of the RFP, electronic proposals were not accepted. The online bidding system <br />was only utilized as a notification tool to expedite the RFP notification process, delivering <br />access to complete bid documents to the potential bidders instantly. <br />Seventeen potential bidders and staff attended a non -mandatory pre-bid conference on <br />November 7t'. Additional clarification resulting from the pre-bid conference was provided in <br />2 separate addendums and emailed to all 85 potential bidders on 11/8/06, and 11/15/06. <br />Staff obtained formal, sealed proposals on November 21, 2006 from: <br />1.
