The bid abstract is attached. <br />Proposals from all four companies were evaluated based on the criteria listed in the RFP, <br />including Quality of Workplan/Methodology, Ability to Perform, and Overall Cost. Edaw, Inc. <br />and JHA Consulting scored the highest and were invited to participate in comprehensive <br />face-to-face discussions to provide additional information/clarification. Each vendor was <br />asked to provide one set of audited financial statements and were allotted 20 minutes for a <br />general proposal overview before addressing specific questions on their use of community <br />groups/task forces and technique of conducting the Market Analysis. <br />Lastly, in accordance with section 16, Appendix A, (the "City reserves the right to amend or <br />modify the project scope of services prior to the award of contract"), the City determined <br />that the Successful Contractor would not be required to conduct an "initial study", as <br />detailed in Appendix A, section 3.10, and the 2 finalists were asked to adjust their pricing <br />accordingly: <br />1. Edaw Inc. $503,481 <br />2. JHA Consulting $523,516 <br />Both companies provided greater in sight into their work plan/methodology to meet the <br />City's needs as detailed in the scope of work. Edaw, Inc.'s extensive in-house technical <br />expertise coupled with their years of experience with similar projects separated them from <br />the newly formed JHA Consulting. JHA Consulting does not have financial statements, <br />audited or otherwise. In addition, JHA Consulting proposed an extensive use of <br />subcontractors with a greater emphasis on environmental review than planning. <br />On January 9, 2007, Edaw, Inc. was invited to participate in a Best & Final round of <br />negotiations to clarify exceptions to the City's standard boilerplate language. During the <br />negotiations, Edaw identified an additional $32,215 of potential savings to the City based <br />upon CEQA documentation overlap with regards to the General Plan agreement should the <br />two projects proceed in tandem. Upon receipt of the Best & Final proposal, staff <br />determined that Edaw Inc. offered the best value and is recommending them for award. <br />Some of the agencies that Edaw Inc. provides conceptual planning services to are: The <br />Cities of Claremont, Yucaipa, Hemet, and Alhambra. Lisa Prasse, AICP, City Planner for <br />the City of Claremont, stated that "Edaw delivered quality work products, and successfully <br />engaged the community in the entire effort." She further stated that "the City Council <br />unanimously approved the Comprehensive General Plan Update and thanked EDAW staff <br />for a job well done." Jonathan N. Moore, Chief Deputy Director, San Joaquin County said <br />that they "would not hesitate to contract with Edaw, Inc. on future projects." <br />To ensure an objective recommendation is brought before the City Council, staff requested <br />outside experts to review and rank all four the proposals. Each of the experts were <br />required to sign code of conduct/ethics statements to avoid any conflicts of interest, real, <br />potential, or perceived. Each of the experts responded with rankings and comments that <br />further validate staffs recommendation. <br />
