Redevelopment Agency Meeting May 15, 2007 <br />Property Acquisition -- APN 0162-281-04, 0162-281-14, 0162-281-34, 0162-281-52— Retail Development Group (Gary Schafer) <br />Pate 2 <br />Figure 1 -- Expanded Hospital / Cemetery Conservation Site <br />DISCUSSION/ANALYSIS: <br />The City of Colton is moving forward with the implementation of the Colton Best Management <br />Plan. The first component of the plan involves the development of a Habitat Conservation Plan <br />(or some equivalent document) for the area north of the 1-10 freeway. As discussed with the <br />FWS, the City of Colton seeks to develop the Colton Super Block, with the Expanded Hospital / <br />Cemetery Conservation Site established as mitigation for the development impacts. Within that <br />area, there is one (1) significant private property ownership interest on roughly 11 acres that <br />represents much of the land needed to establish this conservation area. These properties are <br />located immediately north of the Agency's FrontierTown site, east of the Hospital, and South of <br />the Cemetery land. <br />The Retail Development Group (contact: Gary Schafer) was recently entertaining an offer to <br />purchase these 11 acres. In order to begin implementation of the CBMP, staff recommended that <br />the City acquire the property through the Redevelopment Agency (RDA) for purposes of <br />supporting the efforts of a Habitat Conservation Plan (HCP). A portion of the Retail Development <br />Group property is located in the West Valley Redevelopment Project. The RDA's acquisition of <br />this property is also directly related to the development of property located within the West Valley <br />Redevelopment Project. Therefore, legal counsel has indicated that the RDA can acquire the <br />property. <br />
