The residential rate provides for collection and composting of solid waste, green waste, recyclable <br />materials and bulky items. The City of Colton continues to receive a 15% Franchise Fee, a <br />percentage of the rate charged by Republic Industries. Last year's single family rate without the <br />utility tax was $19.91. The billed single family rate with the utility tax was $20.71; this year's <br />proposed billed rate of $21.62 is a result of the following increases in cost: <br />• CPI increase <br />$0.58 <br />• San Bernardino County Disposal Cost increase <br />$0.034 <br />• Franchise Fee <br />$0.14 <br />• Diesel Surcharge <br />$0.13 <br />• Utility Tax <br />$0.03. <br />These increases total $0.91. The noted increase in CPI, as described in the previous section, allows <br />for increased costs that are calculated based on each year's local CPI index; the January 2007 local <br />CPI index was 3.20%. The per ton disposal cost of solid waste increases annually and is determined <br />by the County of San Bernardino. As provided for in the agreement between the city and Republic <br />Industries, the city receives a Franchise Fee totaling 15% of the rate charged by Republic Industries. <br />The diesel surcharge listed above is a result of the drastic swell experienced in fuel prices; the <br />hauler has requested a rate increase to offset any increases above ten percent of the average fuel <br />prices experienced in 2003. The most commonly chosen service by the commercial sector within the City is the <br />3 -yard bin with one weekly pick up. The proposed commercial rate for fiscal year 2007/2008 is <br />$116.11. This rate includes the addition of providing bulky item pick up services to commercial <br />customers. Adjusting this rate for the commercial Utility Tax increase of 6% the billed commercial <br />rate will be $123.08, a total increase of $5.44 from last year's charged commercial rate of $117.64. <br />
