The residential rate provides for collection and composting of solid waste, green waste, recyclable
materials and bulky items. The City of Colton continues to receive a 15% Franchise Fee, a
percentage of the rate charged by Republic Industries. Last year's single family rate without the
utility tax was $19.91. The billed single family rate with the utility tax was $20.71; this year's
proposed billed rate of $21.62 is a result of the following increases in cost:
• CPI increase
$0.58
• San Bernardino County Disposal Cost increase
$0.034
• Franchise Fee
$0.14
• Diesel Surcharge
$0.13
• Utility Tax
$0.03.
These increases total $0.91. The noted increase in CPI, as described in the previous section, allows
for increased costs that are calculated based on each year's local CPI index; the January 2007 local
CPI index was 3.20%. The per ton disposal cost of solid waste increases annually and is determined
by the County of San Bernardino. As provided for in the agreement between the city and Republic
Industries, the city receives a Franchise Fee totaling 15% of the rate charged by Republic Industries.
The diesel surcharge listed above is a result of the drastic swell experienced in fuel prices; the
hauler has requested a rate increase to offset any increases above ten percent of the average fuel
prices experienced in 2003. A 4% Utility Users Tax was approved by the voters in March 2004; this
tax is reflected in the proposed monthly single family bill rate for residents, of $21.62.
COMPARABLE RESIDENTIAL SERVICES
Cit
07/08 Billed Rate
FF
UT
07/08 Net to
Hauler
Apple Valley
$22.40
No
No
$22.40
Colton
$21.62
15%
4%
$17.67
Grand Terrace
$22.44
15%
No
$19.07
Fontana
$22.26
12%
No
$19.59
Loma Linda
$18.67
15%
No
$15.87
Rialto
$19.55
10%
N/A
$17.60
San Bernardino
$19.86
10%
No
$17.87
Victorville
$19.74
4%
No
$18.95
The proposed commercial rates vary depending on the needs of the business and are displayed in
the attachment.
