Since the development of the Arrowhead Regional <br />Medical Center (ARMC), the West Valley area has enjoyed considerable development interest for <br />complimentary uses. This development, however, has been impeded by the presence of the Delhi <br />Sands Flower Loving Fly ("Fly") throughout much of the West Valley Project Area. <br />The City of Colton launched a comprehensive conservation and economic development strategy for <br />the West Valley Project Area that addresses the needs of the Fly while allowing the City of Colton <br />to develop a regional economy. To that end, the Agency recently authorized the purchase of <br />acreage in / adjacent to the Project Area that will facilitate the conservation of the Fly (Shafer <br />Property Acquisition). In addition to the property acquisition, the Agency is being asked to award a <br />contract to develop a Habitat Conservation Plan (HCP) and the necessary Environmental Review <br />tasks under a separate item on this evening's city council agenda. <br />In order to maximize the benefit to the community, the City of Colton is looking to update the <br />Specific Plan for the West Valley Project Area. Currently the Specific Plan in that area allows for a <br />variety of uses that are not necessarily the "highest and best use" for a development of this <br />potential. The Super Block area also encompasses over 110 unique parcels with over 40 distinct <br />property ownerships. It is the principle objective of this Specific Plan process to provide land use, <br />development incentives, and design guidelines to promote consolidation of development interests <br />to arrive at a single Super Block project — as opposed to 40+ development proposals. <br />
