ITEM #19 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 7, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHROIZE WAIVING THE REQUIRED PERMIT FEES FOR THE <br />VALLEY & PEPPER REALIGNMENT PROJECT, FOR WHICH THE <br />COUNTY OF SAN BERNARDINO IS THE LEAD AGENCY. <br />DATE: JULY 25, 2007 <br />BACKGROUND: <br />San Bernardino County has formally bid and awarded the construction of the Valley Boulevard at <br />Pepper Avenue Realignment Project. This project, once completed, will provide an improved <br />traffic control design for the Pepper Avenue I-10 freeway on/off ramps. In addition, the improved <br />design will alleviate future grid -lock that could hinder emergency vehicles from reaching <br />Arrowhead Regional Medical Center in a timely fashion. The scope of work for this project will <br />provide improvement to one of Colton's signalized intersections, Pepper Avenue at Valley <br />Boulevard. <br />ANALYSIS/DISCUSSION: <br />The project site is within both the City of Colton's and County of San Bernardino's sphere of <br />influence. As the County of San Bernardino is the lead agency for this project and the City of <br />Colton has not been required to provide a cost share for the project, a Cooperative Agreement <br />between the agencies has not been drafted. Generally the permit fees required to complete such <br />interagency projects are waived in a preceding Cooperative Agreement or Memorandum of <br />Understanding. Interagency projects are usually exempt from paying permit fees. Staff requests <br />waiving all corresponding permit fees issued by the Public Works Department which pertain to the <br />construction of this project; permit fees that will not be collected if Council concurs include: <br />grading and encroachment permit fees. <br />ENVIRONMENTAL IMPACT: <br />This action does not have an environmental impact. <br />
