Be integrated into the existing structure; and <br />2. Not exceed fifty percent of the total height of the structure; however communication <br />towers/antennas placed on utility poles shall not exceed the height of the utility pole. <br />B. Communication towers and communication antennas processed under subsection A <br />shall be reviewed and approved by the planning commission using the architectural and <br />site plan review provisions of Section 18.58.030. <br />PROPOSED TEXT CHANGE — change reviewing body for approval of co -location on <br />existing structures, as set forth in 18.39.040(B), from "planning commission" to "design <br />review committee". <br />18.39.040 Permitted communication towers and communication antennas in zoning <br />districts of city. <br />A. New communication towers and communication antennas may locate on existing utility <br />structures, including existing communication towers, utility poles, utility structures and <br />water tanks, that are at least twenty-five feet in height. When located on such utility <br />structures, communication towers and communication antennas shall: <br />1. Be integrated into the existing structure; and <br />2. Not exceed fifty percent of the total height of the structure; however communication <br />towers/antennas placed on utility poles shall not exceed the height of the utility pole. <br />B. Communication towers and communication antennas processed under subsection A <br />shall be reviewed and approved by the design review committee using the architectural <br />and site plan review provisions of Section 18.58.030. <br />(6) CHAPTER 18.58 ADMINISTRATION <br />Section 18.58.070, titled "Expiration, revocation and appeals", currently covers all three <br />of these subjects. The proposed text change will separate each subject, so that <br />expiration will be covered in Section 18.58.070, revocation will be covered in Section <br />18.58.080, an additional section 18.58.090 will address the Planning Commission's ability <br />to decline to consider an extension or revocation, and to instead refer the application to <br />the City Council (similar language is currently included in Section 18.58.070(7)), and <br />appeals will be covered in Section 18.58.100. The proposed text change will also add a <br />new Section 18.58.101 to provide a procedure for the appointment of and payment for a <br />neutral hearing officer to consider land use entitlement decisions referred by the Planning <br />Commission or the City Council. A more detailed explanation of the purpose of this <br />section is provided below. <br />The intent of these changes is to add clarity to these Code sections, and also to <br />incorporate certain changes and additions to ensure compliance with the current law on <br />
