ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 4, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHEII, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF CONTRACT FOR NO STREETS <br />LEFT BEHIND PROJECT TO ALL AMERICAN ASPHALT, INC. <br />AS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER <br />IN THE AMOUNT OF $ 1,891,135; APPROVE RESOLUTION <br />AMENDING THE FISCAL YEAR 2007/2008 CAPITAL <br />IMPROVEMENT PROGRAM TO INCLDE THE NO STREETS <br />LEFT BEHIND PROJECT 1(A). <br />DATE: AUGUST 23, 2007 <br />BACKGROUND: <br />The Public Works Department presented a CIP Supplement to Council on March 7, 2006, which <br />added the No Streets Left Behind Project to the city's Capital Improvement Program. This project <br />will use the city's Pavement Management System, developed to establish an inventory of the <br />condition of its street infrastructure, to select streets for this project. By improving the city's failing <br />streets, as identified by the Pavement Management System, the city will be better able to maintain <br />good driving conditions throughout the city. The focus of this project is to improve the failing <br />streets with the city's residential neighborhoods first. <br />Public Works staff has identified a total of forty-eight (48) locations that will be improved by the <br />funds appropriated to this project in fiscal year 2007/2008, totaling three million dollars; these <br />locations are attached as Exhibit `A.' An additional two million dollars will be provided <br />correspondent to this project for street improvements during fiscal year 2008/2009. <br />DISCUSSION/ANALYSIS: <br />On June 19, 2007, the City Council authorized staff to solicit bids for the No Street Left Behind <br />Project. The public bidding of this project was advertised in local papers and trade journals <br />beginning on July 20, 2007. The bid opening was conducted on August 16, 2007 and Staff received <br />formal proposals from four (4) firms, with their corresponding bid amounts as follows: <br />Bidder Bid Amount <br />1.
