Upon review of the submitted bid documents, City staff found that All American Asphalt, Inc. is the <br />lowest responsive and responsible bidder. The bid amount submitted by All American Asphalt, Inc. <br />is $924,906.80 lower than the Engineer's Estimate of $2,816,041.80. The discrepancy in total price <br />resulted from a difference in the unit cost of rubberized and regular asphalt. Staff is recommending <br />the award of a construction contract in the amount of $1,891,135 to All American Asphalt, Inc. The <br />project will be completed within one hundred twenty (120) calendar days from the date which the <br />contractor is issued the Notice to Proceed; as noted in the attached agreement, Exhibit `C,' if the <br />project experiences delays liquidated damages in the amount of five hundred dollars ($500.00) will <br />be collected for each day the project is delayed. <br />As the No Streets Left Behind Phase I Project will have a net savings of approximately one million <br />one hundred dollars ($1,100,000), staff requests authorization to solicit bids for a No Streets Left <br />Behind Phase I(a) Project. If the Council concurs staff would request retaining $300,000 of the <br />savings currently available in the existing Phase I project account for contingency expenses and <br />redirecting the remaining $800,000 to Phase I(a) project accounts. This sub -phase of the No Streets <br />Left Behind Phase I Project will solicit bids primarily for deteriorated segments of arterial streets <br />which serve as entryways into the city; these streets are identified in Exhibit `B.' The streets noted <br />in Exhibit `B' are displaying declining conditions and include portions of Colton Avenue, Rancho <br />Avenue, S. Mt. Vernon Avenue and Valley Boulevard. Staff requests authorization to solicit bids <br />for the Phase I(a) project with an estimated project cost of $800,000. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are categorically exempt from the requirement of the California <br />Environmental Quality Act (Public Resources Code §§ 21000 et seq.) ("CEQA") pursuant to <br />Section 15301 (c) of the State CEQA Guidelines [minor alterations to existing streets]. Staff will <br />file a Notice of Exemption with the San Bernardino County Clerk's Office as soon as possible upon <br />the City Council's award of the contract. <br />CONFLICT OF INTEREST: <br />None. <br />FINANCIAL IMPACT: <br />Funding for the street improvements identified in Exhibit A has been budgeted for in account 450- <br />0805-6970-3890; as approved by the budget for fiscal year 2007/2008. Staff requests redirecting <br />$800,000 available in the account noted above to Phase I(a) project accounts as follows: 450-9165- <br />6970-3890 ($400,000) and 450-0820-6970-3890 ($400,000). <br />
