ITEM #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 4, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION REAFFIRMING AND ADOPTING: 1) <br />MEASURE I CAPITAL IMPROVEMENT PLANS THROUGH FY 0607, <br />2) MEASURE I THREE YEAR CAPITAL IMPROVEMENT PROGRAM <br />3) EXPENDITURE STRATEGY PLAN AND 4) TWENTY YEAR <br />TRANSPORTATION PLAN; AMEND FISCAL YEAR 2007/2008 CIP TO <br />INCLUDE THE MT. VERNON TREE GRATE PROJECT AND MT. <br />VERNON BRIDGE REPAIR PROJECT. <br />DATE: AUGUST 27, 2007 <br />BACKGROUND: <br />In November 1989, the San Bernardino County voters approved the passage of Measure I <br />authorizing the San Bernardino Associated Governments (SANBAG), acting as the San <br />Bernardino County Transportation Authority, to impose a one-half of one -percent retail and use tax. <br />This tax revenue can only be used for transportation improvements and traffic management <br />programs authorized in the Expenditure Plans as designated by the approved and adopted Five <br />Year Capital Improvement Plan and the Twenty Year Transportation Plan. <br />Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five <br />Year Capital Improvement Plan, a Twenty Year Transportation Plan and an Expenditure Strategy <br />Plan. The Five -Year Capital Improvement Plan, Twenty Year Transportation Plan and Expenditure <br />Strategy Plan outline how the funds will be expended. As part of the County Wide Measure I Sales <br />Initiative Program, the measure requires an annual adoption and update of the respective plans. <br />As discussed below, SANBAG has recently changed the reporting requirements associated with <br />Measure I; as only three years remain of the current measure local municipalities are now required <br />to submit a Three Year Capital Improvement Plan rather than a Five Year Capital Improvement <br />Plan. <br />DISCUSSION/ANALYSIS: <br />The measure which was approved in November 1989 is set to expire March of 2010. A <br />subsequent measure for street improvement projects was approved by voters in November 2004. <br />This measure will be effective for a thirty year period beginning April 2010. The passage of this <br />second measure will continue to provide the City with funds for maintenance of City streets and <br />street infrastructure development. <br />Because there are only three years remaining in the first Measure I, at this time the City is only <br />required to provide a plan identifying Measure I projects for a three year period (2007 — 2010). <br />Earlier in the measure the city submitted a Twenty Year Transportation Plan which is on file with <br />SANBAG (Exhibit C).
