are attached hereto as Exhibit A and Exhibit B. The projects noted in Exhibit A are consistent with the City's current Capital Improvement Plan and Circulation Element. SANBAG provides the Measure I revenue estimates, which was used to draft the Three Year Measure I Plan (Exhibit A); fiscal year 2009/2010 noted in the plan reflects revenues available for only nine months as the existing measure will end March 2010. Savings and approved changes to the Measure I Plan through fiscal year 2006/2007 are identified in Exhibit D. Staff recommends approval of the plans attached to this agreement and amending the Capital Improvement Plan (CIP) to reflect the projects identified in Exhibit A for fiscal year 2007/2008. The Three Year Plan reflects funding for the following projects during Fiscal Year 2007/2008: • Rubberized Slurry Seal ($560,000) • Reche Canyon ($122,004) • 8tt' Street to Johnston ($82,600) • Mt. Vernon Tree Grates ($25,000) • Mt. Vernon Bridge Repair ($25,000). FINANCIAL IMPACT: There is a positive financial impact associated with the adoption of the Measure I Plan and Expenditure Strategy Plan as their adoption is a condition for receiving the City's share of Measure I Funds, which is estimated at $2,324,339 over the next three years. Staff requests FY 2007/2008 funds be budgeted as follows: • Rubberized Slurry Seal ($560,000) 450-0806-6970-3890 • Reche Canyon ($122,004) 450-0703-6970-3890 • 8 t Street to Johnston ($82,600) 450-0704-6970-3890 • Mt. Vernon Bridge Repair ($25,000). 450-0819-6970-3890 ENVIRONMENTAL IMPACT: Staff recommends that the City Council find that approval of the plans are exempt from the requirements of the California Environmental Quality Act (Public Resources Code §§ 21000 et seq.) ("CEQN') pursuant to Section 15061(b)(3) of the CEQA Guidelines. Approval of the plans attached to this agenda will not have an environmental impact. Staff will complete the necessary environmental documentation prior to the construction phase of each project listed in Exhibit A. CONFLICT OF INTEREST: Not Applicable. RECOMMENDATION: Staff recommends approval of the attached resolution to reaffirm and adopt: 1) the Amended Measure I Plan through FY 2006/2007, 2) the Measure I Three Year Capital Improvement Plan 3) the Expenditure Plan for FY 2007/2010 4) the Twenty Year Measure I Plan 5) Amending the FY 2007/2008 CIP to include the Mt. Vernon Tree Grates Project and Mt. Vernon Bridge Repair Project.
