ITEM #11 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF SEPTEMBER 18, 2007 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR 2007/2008 CAPITAL IMPROVEMENT PROGRAM; APPROVE CHANGE ORDER NO. 1 IN THE AMOUNT OF $61,520.25; AUTHORIZE THE RECORDATION AND FILING OF A NOTICE OF COMPLETION FOR CDBG PROJECT NO. 104-32105/2900, CDBG PROJECT NO. 104-32205/2901 AND ACACIA CURB GUTTER AND SIDEWALK PROJECT. DATE: SEPTEMBER 11, 2007 BACKGROUND: The CDBG (Community Development Block Grant) Project #104-32105/2900 and #104- 32205/2901 are part of the CEP (Capital Improvement Program) of scheduled projects for construction during fiscal year 2006-2007. Improvements provided by these projects were identified to include installation of: curb, gutter, sidewalk, handicap ramps and alley paving. The scope of work for CDBG Project 4104-32105/2900 installed the following street improvements: missing concrete curb, gutter, sidewalk and handicap ramps. Streets included in this project number are Wildwood Avenue (Glenwood to Coburn) and Glenwood Avenue (Olive to Wildwood). The scope of work for Project #104-32205/2901 included: 1) street and alley paving and 2) construction of missing concrete curb, gutter, sidewalk and handicap ramp. Concrete improvements corresponding to this project took place along: Walnut Street (Maple to Congress), Congress Street (5th to Walnut), Hert Street (Walnut to La Cadena) and 9th Street (`K' to `O'). Asphalt improvements included in the specifications of this project were completed at the following locations: 6th Street (L to south end alley), an alley from La Cadena Drive to 9th Street (between `N' and `O') and an alley from 9th to 10th (between M and N). All project locations are shown in Exhibit A. ANALYSIS/DISCUSSION: On February 6, 2007, the City Council authorized the award of CDBG Project #104-32105/2900 and #104-32205/2901 to Portsmouth Construction, Inc. of Chino, California in the amount of $496,891.65. A `notice to proceed' for the above noted projects was issued on April 12, 2007.
