Portsmouth Construction, Inc. completed the projects satisfactorily as specified on contract <br />documents, plans, and specification. The project was completed at a total cost of $61,520.25 higher <br />than the contracted amount. The noted increase in cost associated to the awarded agreement is a <br />result of the following: <br />1) additional quantities were needed to complete improvements along various streets <br />correspondent to CDBG Project 104-32105/2900 <br />2) addition of the Acacia Sidewalk Curb and Gutter Project to the contracted scope of work. <br />The added work is identified in the attached Change Order No. 1 (see Exhibit B). The change order <br />will increase the total compensation provided by the agreement by $61,520.25 to $558,411.90, this <br />is an increase of 12% from the awarded agreement. The additional funding needed to finance the <br />increase in quantities for CDBG Project 104-32105/2900 is available from the city's <br />unprogrammed CDBG funds. <br />The improvements completed along Acacia Street are improvements approved by Council as the <br />Acacia Sidewalk Curb and Gutter Project; approved improvements included installation of: <br />missing sidewalk, curb, gutter and handicap ramp along Acacia Street from Pennsylvania Avenue <br />to 6th Street . The funding for these improvements was provided by the Rancho Mill Project <br />Area. The Acacia Sidewalk Curb and Gutter Project was added to the original scope of work to <br />facilitate staff to complete this project in a timeframe which would meet the timeline identified in <br />the Rancho Mill Construction Management Agreement (CMA). The CMA established <br />construction of the identified projects would be completed by June 2007. <br />Rancho Mill Project Funding: <br />On September 16, 2003, the City Council and Redevelopment Agency Board adopted <br />Resolution Nos. R-100-03 and 819 respectively. These resolutions authorized a loan between <br />the City of Colton and the Agency in the amount of $500,000. At the Citizen Advisory <br />Committee (CAC) meetings held on January 13, 2004, February 3, 2004 and April 6, 2004, <br />the Agency Board adopted Resolution No. 822 and 828 respectively. The adoption of these <br />two resolutions authorized the Agency to proceed with specific redevelopment activities in <br />the Rancho Mill Project Area, as identified and prioritized by Citizen Advisory Committee <br />(CAC) and the City's Public Works Department. In accordance to the Rancho Mill Public <br />Works Project Funding and Construction Management Agreement (CMA) approved by the <br />Redevelopment Agency on April 6, 2004 the Agency has agreed to finance the agreed upon <br />improvements and the City has agreed to design, install and maintain the improvements. In <br />addition, the adoption of these aforementioned resolutions authorized $450,000 of the <br />$500,000 loan proceeds to be transferred from the Rancho/Mill Debt Service Fund 872 to the <br />Capital Improvement Fund 450. Most recently on July 18, 2006, the City Council and <br />Redevelopment Agency Board amended the Rancho Mill Construction Agreement to redirect <br />savings from the following Rancho Mill Projects: 1)Pennsylvania from Citrus to Johnson and <br />2)Citrus from Pennsylvania to Bryn Mar to a finance new Rancho Mill Project, Acacia Street <br />Improvements. <br />Staff respectfully requests approval of the attached Change Order No. 1 (Exhibit B) and <br />authorization to file and record a Notice of Completion (Exhibit D) for the following projects: <br />CDBG 104-32105/2900, CDBG 104-32205/2901 and Acacia Sidewalk Curb and Gutter Project. <br />
