Adopt the attached Resolution overturning the Planning Commission's decision and approve the appeal of the Planning Commission's denial of a Design Review, TPM #18647, and Sign Application, for the construction of a equipment sales, rentals, painting and repairs facility and a Conditional Use Permit for the sale of diesel, gasoline and propane relating to equipment rentals and a Freeway -Oriented Sign for the properties located at the northeast corner of Main Street and Iowa Avenue (Assessor Parcel Numbers 1167-111-01, 02 & 03-0000) for revised plans submitted August 15, 2007, which are on file, File Index Number DAP -000-689. 2. Authorize the City Manager to execute the Operating Agreement and Covenant, subject to any non -substantive changes recommended by the City Attorney.
