DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE THE PROJECTS LISTED IN THE FIVE YEAR CAPITAL <br />PROJECTS NEEDS ANALYSIS PLAN (CPNA) FOR CONSIDERATION <br />IN THE MEASURE 12010-2040 VALLEY INTERCHANGE AND VALLEY <br />MAJOR STREETS PROGRAMS BY THE SANBAG BOARD. <br />DATE: SEPTEMBER 25, 2007 <br />BACKGROUND: <br />In November 1989, the San Bernardino County voters approved the passage of Measure I <br />authorizing the San Bernardino Associated Governments (SANBAG), acting as the San <br />Bernardino County Transportation Authority, to impose a one-half of one -percent retail and use <br />tax. This tax revenue can only be used for transportation improvements and traffic management <br />programs authorized in the Expenditure Plans as designated by the approved and adopted Five <br />Year Capital Improvement Plan and the Twenty Year Transportation Plan. <br />The measure which was approved in November 1989 is set to expire March of 2010. A <br />subsequent measure was approved by voters in 2004 and will be effective for a thirty year period <br />beginning April 2010, namely Measure 1 2010-2040. The passage of this second measure will <br />continue to provide the City with funds for maintenance of City streets and street infrastructure <br />development. <br />As the first step in administering any program in Measure 12010-2040, immediate and upcoming <br />funding needs are to be identified annually to inform the SANBAG Board in the consideration of <br />Measure 1 2010-2040 fund apportionment decisions and alternative financing strategies. Every <br />year SANBAG staff will prepare an analysis of funding needs for the Interchange, Major Streets, <br />Freeway, and Transit Programs in the Valley region of which will be based partly on information <br />provided by local jurisdictions. <br />ANALYSIS/DISCUSSION: <br />The Measure 1 2010-2040 Expenditure Plan requires that the SANBAG Board annually adopt a <br />five-year plan for the Valley Major Streets and Valley Interchange Programs of which local <br />jurisdictions prioritize projects for delivery and is to be fulfilled through the submittal of five-year <br />plans, being referred to as a Capital Projects Needs Analysis (CPNA). The CPNA will only apply <br />to projects that have previously been included in the SANBAG Development Mitigation Nexus <br />Study as inclusion in this study is a requirement of eligibility in the Valley Major Streets and Valley <br />Interchange Programs. <br />
