DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE FISCAL YEAR <br />2007/2008 CAPITAL E14PROVEMENT PROGRAM IN THE AMOUNT <br />OF $2400 AND REDIRECT SAVINGS FROM THE TRENCH REPAIR <br />PROJECT TO THE 2007/2008 RUBBERIZED SLURRY SEAL <br />PROJECT; APPROVE CHANGE ORDER NO.1 FOR THE 2007/2008 <br />RUBBERIZED SLURRY SEAL PROJECT; AUTHORIZE THE <br />EXECUTION AND RECORDATION OF THE NOTICE OF <br />COMPLETION FOR THE 2007/2008 RUBBERIZED SLURRY SEAL <br />PROJECT AND FREEWAY RAMP IMPROVEMENT PROJECT. <br />DATE: SEPTEMBER 20, 2007 <br />BACKGROUND: <br />The 2007/2008 Rubberized Slurry Seal Project for Fiscal Year 2007-2008 consisted of selected streets <br />within Districts 1, 2, 3, 4 and 6. The Rubberized Emulsion Slurry Seal Mix used in the construction of <br />this project is a cold mixed asphalt consisting of. a graded aggregate, a binder, fines and additives. This <br />mix is a hard wearing surfacing for pavement preservation used for sealing aged and raveled pavements, <br />filling minor cracks, restoring skid resistance and restoring aesthetic appeal of roadways. The project <br />scope of work includes: 1) sealing cracks along the identified streets which had minor damage, 2) <br />overlaying these streets with rubberized emulsion slurry seal to perpetuate the life of the existing <br />pavement surface, and 3) stripping. The streets which were selected for this project were showing signs <br />of pavement stress, which could be remedied without street rehabilitation or reconstruction. The <br />selected streets for the 2007/2008 Rubberized Slurry Seal Project are identified in Exhibit `A.' <br />ANALYSIS/DISCUSSION: <br />On May 8, 2007, the City Council authorized the award of contract for the 2007/2008 Rubberized Slurry <br />Seal Project to Pavement Coatings Company in the amount of $548,751.28. A `notice to proceed' for <br />the above noted projects was issued on June 20, 2007. Pavement Coatings Company completed the <br />project satisfactorily as specified on contract documents, plans, and specifications. The project was <br />completed at a total cost of $704,183.85. This amount is $155,432.57 higher than the contracted <br />amount. The noted increase in cost associated to the awarded agreement is a result of the following: <br />
