1) Davis Park Parking Lot and Iowa Avenue (south of 215 Freeway Bridge overpass) <br />a. Added as additional quantities, these improvements were a net increase to the awarded <br />agreement in the amount of $30,525.57. <br />2) Sixteen (16) ramps along I-10 Freeway and one (1) on ramp along I-215 freeway <br />a. The cost of these improvements totaled $124,887.00. <br />Agreement with Caltrans <br />In response to a request made by the City to Caltrans for improvement to its freeway -on - <br />and -off ramps Caltrans presented the City with a cost share agreement. The project <br />identified by the proposed agreement would provide for the application of rubberized <br />slurry seal to all city freeway access ramps. Additionally, the program also identified the <br />following needed drainage and accessibility improvements near City on -and -off ramps: <br />1) installation of a storm drain at the Sperry Drive off -ramp 2) construction of a new <br />curb radius at the I-10/La Cadena on-ramp and 3) installation of an 8" cross -gutter at the <br />9'h Street off -ramp. On March 20, 2007, the City Council authorized the execution of the <br />proposed Joint Agreement. The agreement has been executed and establishes a 50% cost <br />share between the City of Colton and Caltrans for the above noted improvements. <br />These added works are identified in the attached Change Order No. 1 (see Exhibit A). The change order <br />will increase the total compensation provided by the agreement by $155,432.57, this is an increase of <br />28.30% from the awarded agreement. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under State CEQA Guidelines Section 15301 (Existing <br />Facilities). <br />CONFLICT OF INTEREST: <br />Exact Business Name: Pavement Coatings, Co. <br />President or equal: Marsha Coolidge, President <br />Contact or representative: Doug Ford, Vice -President <br />FINANCIAL/FISCAL IMPACT: <br />Funding for these improvements was budgeted as follows: <br />1) 2007/2008 Rubberized Slurry Seal Project; Account 450-0806-6970-3890 (Measure I Funds) <br />a. $560,000 <br />2) Freeway Ramp Improvements Project; Account 450-0721-6940-3890 (Host City Fees) <br />a. $126,000 <br />Of the budgeted funds noted above totaling $686,000, $684,537 was available for the construction phase <br />of the project. Staff requests the remaining $20,759.04 needed to finance the change order be provided <br />to the project by authorizing: <br />
