Thus, staff believes the City would not save any money by letting the contract out to bid. <br />Rather, the City would be forced to expend staff time and resources and begin the process of <br />familiarizing a new consultant to the project. <br />Accordingly, awarding the contract to Hogle-Ireland, Inc. is in the City's best interest because it <br />allows the City to move forward immediately with the updates to the General Plan without the <br />added expense of familiarizing a new consultant with background information about Colton and <br />the expense of initiating a new bid process. <br />FINANCIAL IMPACT: <br />The total cost of the contract with Hogle-Ireland Inc. will not exceed $325,000. This amount <br />includes the completion of: <br />1. the Land Use Element <br />2. the Circulation Element <br />3. Housing Element, and <br />4. Associated Environmental Document <br />An amount of $412,900 was carried over from fiscal year 2006-07 to the current year to <br />complement $120,000 budgeted in fiscal year 2007-08 for a total of $532,900. In addition to <br />these funds there is an additional $73,900 available from unused proceeds of a purchase order <br />issued to P&D Consultants that can be dedicated to this project to increase the available funds <br />to a total of $606,900 in account #100-6300-6301-2350. <br />ENVIRONMENTAL IMPACT: <br />Awarding of the contract for preparation of these planning and land use studies is not subject to <br />CEQA. <br />CONFLICT OF INTEREST: <br />Hogle-Ireland Inc. <br />Laura Stetson, Senior Project Manager <br />RECOMMENDATION: <br />Approve: <br />(1) Termination of former P&D/EDAW Professional Services Agreement for Completion of <br />the Land Use Element and background information for the Circulation Element of the <br />Colton General Plan to Hogle-Ireland, Inc.; and <br />
