ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2007/2008 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT <br />OF $246,690 AND AWARD AN ARCHITECTURAL SERVICES <br />AGREEMENT TO KWANG COOK & ASSOCIATES, IN THE <br />AMOUNT OF $80,000. <br />DATE: OCTOBER 29, 2007 <br />BACKGROUND: <br />During a budget workshop held on February 16, 2006, the Department of Public Works presented <br />the City Council a supplemental document to the Fiscal Year 2005/2006 Capital Improvement <br />Program (CIP). This Supplemental CIP identified the following new projects: No Street Left <br />Behind, Veterans Park, Veterans Park Lighting, Teen Center, Prado Park, McKinely Park <br />Improvements, City -Wide Beautification, Various Park Projects, Fire Station Remodel Phase I and <br />II, and City Hall Remodel Project. On March 7, 2006, City Council action approved amending the <br />CIP to include these projects; as approved the Teen Center Project was allocated $250,000 from <br />bond proceeds. On October 2, 2007, Council action identified the project site for the Teen Center <br />Project as Chavez Park. <br />DISCUSSION/ANALYSIS: <br />Staff has commenced the bidding procedure for architectural services work required for the Teen <br />Center Project. As identified in Section 3.08.070(b) if the purchasing ordinance, this project must <br />be bid as a nonpublic project and comply with the informal bidding process. In compliance with <br />the established policy staff sent out a Request for Proposals (RFP) to three architectural firms on <br />October 3, 2007. The RFP identified all proposals were due by October 18, 2007. Staff received <br />a response from the following three firms included in the RFP process: <br />1) Andresen Architects, Inc. <br />17087 Orange Way <br />Fontana, CA 92335 <br />2) GMID <br />1177 Idaho Street <br />Redlands, CA 92374 <br />3) Kwang Cook & Associates <br />1341 N.
