All three proposals were evaluated based on the following criteria: 1) Consultant Qualifications <br />2) Proposed Personnel 3) Project Understanding 4) Staff Capability and 5) Project Controls <br />Capability. After evaluating the three RFPs received, as outlined by the purchasing ordinance <br />Section 3.08.070 (f), staff recommends award of an architectural services agreement for the Teen <br />Center Project to Kwang Cook and Associates, in the amount of $80,000. The proposal received <br />from Kwang Cook and Associates scored higher in the Consultant Qualifications criteria, which <br />placed it above the proposal submitted by Andresen Architects, Inc, which received the second <br />highest score during the evaluation process. <br />The FY 2007/2008 identifies a Teen Center Project with a budget of $250,000 from bond <br />proceeds, however the awarded PAL Grant for the Teen Center Project is not an identified <br />funding. As these funds must be expended this year to retain the granted federal funds staff <br />requests budgeting these funds, in the amount of $246,690, as part of the 2007/2008 Teen <br />Center Project. <br />FINANCIAL IMPACT: <br />The available funds, bond proceeds, for this project have been made available in account 450- <br />0630-6930-3890. Staff requests budgeting the PAL Grant in account 450-0630-6987-3890, to <br />reflect the awarded amount of $246,690. <br />ENVIRONMENTAL IMPACT: <br />The California Environmental Quality Act generally provides that environmental review must be <br />completed before an agency takes any action that "commits" it to proceeding with a project. At <br />this time the action taken will only identify the funding sources for the Teen Center Project. As <br />such, this action does not trigger environmental review under CEQA.
