CITY OF COLTON ITEM #10 <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING UY NUVEM1SER 6, ZUU7 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE CHANGE ORDER AND AUTHORIZE FILING AND <br />RECORDATION OF THE NOTICE OF COMPLETION FOR THE <br />10TH AND G STREET TRAFFIC SIGNAL IMPROVEMENT <br />PROJECT. <br />DATE: OCTOBER 29, 2007 <br />BACKGROUND: <br />The Colton -San Bernardino Bikelane Project is a multi jurisdictional project between the cities of <br />Colton and San Bernardino, located within the abandoned Union Pacific Railroad right-of-way <br />adjacent to Colton Avenue. The approximate length of the proposed project is 2.25 miles. The Project <br />starts at Valley Boulevard in Colton moving north along 9t' Street, then eastward on "G" Street <br />connecting to the Union Pacific Railroad corridor on the west side of Colton Avenue, and then <br />extending northeasterly to the City limits and onto Inland Center Drive in the City of San Bernardino. <br />The bikeway travels along Inland Center Drive over the I-215 interchange and continues northeasterly <br />terminating at "G" Street in the City of San Bernardino. <br />Staff applied for and was awarded a $245,000 grant to signalize one of the intersections along the <br />Colton Bike Lane Project, the 10th Street /G Street and Colton Avenue intersection. This intersection <br />existed as a "4 way STOP," where 10'x' Street runs north and south connecting to G Street on the south <br />side only; l0a' Street terminated in the northern direction before it reached the G Street/Colton Avenue <br />intersection. On August 1, 2006, Council amended the city's Capital Improvement Program to include <br />the 10'h and G Street Traffic Signal Improvement Project. It is important to note that this signal project <br />is not a direct part of the Colton Bike Lane Project, but that the proximity of the signal to the Colton <br />Bike Lane Project required the two projects to be coordinated. <br />ANALYSIS/DISCUSSION: <br />The awarded Article III Grant provided funds for installation of a traffic signal at the intersection of <br />10' Street/ G Street / Colton Avenue. To install this traffic control improvement it was necessary <br />to eliminate a low spot existing at the intersection of F Street and 10' Street. As originally <br />designed, the Engineer's Estimate submitted by Fraco Enterprise for the 10' and G Street Traffic <br />Signal Improvement Project was $604,090. Due to limited funding for this project City staff revised <br />the plan by eliminating the proposed underground storm drain system. To avoid losing the grant <br />funding, City staff formally bid the traffic -signal component of the project and Council action <br />awarded the construction agreement to New West Signal in the amount of $230,304 on May 15, <br />
