"I
The project improvements identified in the original design by installation of a storm drain system
were addressed in the redesign by surface flow and installation of concrete curb, gutter and cross
gutter at the intersections of 10' Street/F Street and 10' Street/Colton Avenue/G Street. This plan
modification resulted in a project savings of $150,000, bringing the construction cost estimate
within the available project budget. Staff requests the approval of these project modifications and
authorization to award this added scope of work as identified in the attached change order (Exhibit
A); the attached change order (Exhibit A) identifies that the improvements total $219,324.95. In
addition, minor modifications were required to complete the signalization of the 10' Street/Colton
Avenue/G Street intersection totaling $4,854. Approval of the attached change order to the
construction agreement awarded to New West Signal will increase the total awarded compensation
to reflect $454,482.95. These improvements are a signal component of the Colton Bike Lane
Project, which were completed separately to meet the time restraints correspondent to the awarded
grant funds for these improvements. The Colton Bike Lane Project has a budget of two million
dollars, the construction agreement for the remaining improvements has been awarded and the
project will not require increases to the awarded construction agreement.
ENVIRONMENTAL IMPACT:
The proposed public improvements are Exempt under Section 15301 of the California Environmental
Quality Act (CEQA). A Notice of Exemption was filed on May 30, 2006.
CONFLICT OF INTEREST:
Exact Business Name: New West Signal
President or equal: Christian Wright
Contact or representative: Mark Mensen
FINANCIAL/FISCAL IMPACT:
On August 1, 2006, City Council accepted the awarded Article III grant, totaling $245,000, for the
above noted improvements and funds for the le and G Street Trac Signal Improvement Project
were budgeted in account 457-9165-6986-3890. The match required by the awarded grant was
budgeted on May 15, 2007, from available Traffic Impact Fees, in the amount of $245,000; these funds
have been budgeted in account 457-9165-6900-3890. The total project budget is $490,000;
reimbursement of the awarded grant funds will be submitted for once the project is recorded as
complete.
RECOMMENDATIONS:
Staff respectfully recommends that City Council:
• Approve Change Order No. l for 10t` and G Street Traffic Signalization Project.
• Approve filing and recordation of the Notice of Completion of the 10th and G Street Traffic
Signalization Improvement Project.
Attachments:
