CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 4, 2007 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR I, <br />SUBJECT: AWARD BID TO SOLID SOLUTIONS, LLC TO PROVIDE HAULING <br />AND DISPOSAL SERVICES FOR CLASS A AND CLASS B BIO - <br />SOLIDS AT THE WASTEWATER TREATMENT PLANT IN AN <br />AMOUNT NOT -TO -EXCEED $371,200 PER YEAR <br />DATE: <br />November 27, 2007 <br />ITEM #11 <br />BACKGROUND: <br />Bio -Solids are extracted from the wastewater during treatment and must be disposed of in an <br />environmentally safe and acceptable manner consistent with EPA regulations CFR 503. Our <br />previous contract with Solid Solutions, LLC, removed approximately 5,000 tons during fiscal year <br />06-07. There is an immediate need to remove about 5,000 tons of bio -solids stock piles. <br />DISCUSSION/ANALYSIS: <br />Diligent effort was made to solicit competitive proposals for Bio -Solids Hauling and Disposal <br />Services. On October 17, 2007 the Request for Quotations was distributed to 139 potential <br />bidders via the City's online bidding system: www.TheNetworkBidSvstem.com. <br />Six (6) potential bidders and staff attended a non -mandatory job walkthrough on November 7, <br />2007. Additional clarification resulting from the job walkthrough and questions was provided in <br />two (2) separate addendums and emailed to all 139 potential bidders on 11/13/07 and 11/19/07. <br />An electronic Bid Opening was held at 2:00 p.m. on November 21, 2007. Sealed (encrypted) bids <br />were received from the following: <br />1. Solid Solutions, LLC Class A - $43.40/ton Class B - $46.40/ton <br />2. Nursery Products Class A - $48.00/ton Class B - $48.00/ton <br />3. Clear Blue Environmental Class A - $64.10/ton Class B - $64.10/ton <br />4. West Coast Storm, Inc. Class A - $85.00/ton Class B - $85.00/ton <br />The proposed agreement term will commence upon execution of the agreement by the City and <br />continue for one (1) year. The proposed agreement contains two (2) one-year renewal options <br />that may be exercised by the City Manager, if in the City's best interest. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200- <br />2350-0000-000 for bio -solids hauling and disposal. <br />ENVIRONMENTAL IMPACT: <br />The State of California and County of San Bernardino govern the environmental manner in which <br />bio -solids are disposed. The contractor must comply with all State and County environmental <br />regulations. <br />
