necessary improvements discourages them from developing the available land located along this <br />portion of Agua Mansa Road. <br />The process for developing an IFD is very detailed and identified by the California Government <br />Code Section 53395.10. The first step is for the Council to approve a resolution of intent to form <br />an IFD. Approval of this resolution will allow staff to initiate the following steps required to form <br />an IFD: <br />1. City Clerk will send the approved resolution of intent to all affected property owners (listed <br />in Exhibit B). <br />2. City Clerk will send the approved resolution of intent to the County of San Bernardino <br />(taxing entity) <br />3. Develop an Infrastructure Plan (IP) <br />4. Set a public hearing date for April 15, 2008. <br />Pursuant to Section 53395.13 of the California Government Code the City must identify a designee <br />to complete an Infrastructure Plan for the identified IFD. Staff requests the City Engineer be the <br />designee identified to complete the Infrastructure Plan. In addition, Section 53395.14 states that the <br />identified designee, the City Engineer, will also prepare an Infrastructure Financing Plan (IFP). The <br />drafted IFP will layout the financial impacts that can be provided by the development of the <br />identified IFD. Once the IP and IFP are drafted these documents will be brought before Council for <br />review and then mailed to those property owners identified in Exhibit B and the County of San <br />Bernardino. The formation of the IFD requires a two-thirds vote of the property owners. Attached <br />Exhibit `C' is a flow chart depicting the required steps for the IFD formation. <br />The following types of regional improvements can be financed by the identified IFD: water, <br />sanitary sewer, storm sewer, electrical, bridges, roads, and street appurtences (curbs, gutters, <br />sidewalk, street lights, traffic signals). <br />ENVIRONMENTAL IMPACT: <br />Not applicable. <br />CONFLICT OF INTEREST: <br />None <br />FINANCIAL/FISCAL IMPACT: <br />No financial impact will result from action taken on this item; both the IP and IFP will be <br />completed by Engineering Division staff. <br />
