ITEM #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 04, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHORIZE THE AWARD OF SHORT FORM CONSTRUCTION <br />AGREEMENTS FOR THE IMPOUND YARD PHASE III PROJECT: TO <br />ROSS FENCE COMPANY, INC. IN THE AMOUNT OF $30,310.00 <br />DATE: NOVEMBER 26, 2007 <br />BACKGROUND: <br />On November 1, 2005, City Council approved the construction of the Police Impound Yard on a <br />City owned lot located along Fogg Street, south of "M" Street. In July 2006, the construction of the <br />Police Impound Yard Phase I and II were completed; Notice of Completion was filed on June 06, <br />2006. These completed phases of the Impound Yard Project have developed approximately two <br />acres of the 3.63 acre parcel upon which the Impound Yard exists. <br />Due to the volume of vehicles the Impound Yard operation is experiencing, it is prudent to complete <br />the Impound Yard Phase III Project. This phase will expand the square footage of the Impound <br />Yard to its parcel lot boundaries. The completed Phase III will fence the entire Impound Yard <br />parcel number 0163-232-24-000. <br />ANALYSIS/DISCUSSION: <br />Phase III will extend the existing Impound Yard enclosure which currently exists to the parcel lot <br />boundaries. The scope of work required to accomplish this includes: extending the masonry wall <br />305 feet, relocation of 227 feet of existing chain link fencing from the south side of the Impound <br />Yard to the west property line, installation of 17 feet of new chain link fencing along the west <br />property line, and installation of 215 feet of new chain link fencing along the south property line. <br />As noted by the City's Zoning Ordinance Section 18.38.050, installation of chain link fencing for all <br />residential and nonresidential zones must be approved by the City's Design Review Committee. <br />Staff received a recommendation for approval of this project's design from the Design Review <br />Committee on September 19, 2005. This project was then reviewed and approved by the Planning <br />Commission on October 11, 2005. <br />Staff completed the informal bid procedure for the chain link installation services as required for <br />public projects by the Purchasing Ordinance Section 3.05.090 (b). A Request for Bids (RFB) was <br />forwarded to the following contractors and their responses are listed below: <br />1. Ross Fence Company Inc. $30,310.00 <br />2.
