FRASER, DIRECTOR OF WATER & WASTEWATER <br />OPERATIONS <br />SUBJECT: ADOPT NEGATIVE DECLARATION, APPROVE THE PROJECT FOR THE <br />CONSTRUCTION, DRILLING AND EQUIPPING WELLS 30 AND 31. <br />DATE: DECEMBER 5, 2007 <br />BACKGROUND: <br />Having an adequate supply of water is an essential part for the Health & Safety of our community. <br />The City of Colton is the principal supplier of water service for domestic consumption, fire <br />protection, and irrigation application for consumers within the City of Colton currently serving a <br />population of approximately 51,000 over a 17.5 -square mile service area. Without adequate <br />supply the City could be subjected to building moratoriums issued by the State Health <br />Department. <br />After obtaining additional information regarding the proposed site for Wells 30 and 31 at the <br />former sports park property on Ashley Way, staff has determined that the original site located just <br />south of the impound yard is more appropriate. As such, a new initial study was conducted. <br />The site is considered a favorable location for the follow reasons: <br />• Close proximity to major transmission facilities on the south side of the City. <br />• Located within a water basin the city has under-utilized extraction rights. <br />• The property is already owned and controlled by the city. <br />• No major contamination plumes impacting the water quality in the immediate area. <br />• The water produced by these wells will be lower in cost than those wells that require <br />treatment for perchlorate. <br />Wells 30 and 31 are designed, pursuant to the City of Colton Water Facilities Master Plan (1998) <br />and the City of Colton General Plan (1987), to meet a portion of the City's anticipated water <br />requirements over the next ten to twenty years. The City of Colton Water Facilities Master Plan <br />(1998) includes the construction of eight new wells by the year 2010 in order to effectively meet <br />the recommended water production capacity of the City. The construction, drilling and equipping <br />wells 30 and 31 project is an essential component for the City's future developments and <br />residents. <br />Construction of the proposed Wells 30 and 31 on existing City of Colton property will allow for <br />existing demands and projected water production requirements to be met, will allow outdated well <br />
