pumping plants to be removed from service, and will provide reserve capacity for when other wells <br />in the system are removed from service for scheduled and unscheduled maintenance. <br />DISCUSSION/ANALYSIS: <br />The Project site is fronted by Congress Street on the East, and is located north of Fogg Street <br />Colton's Drilling and Equipping Wells 30 and 31 Project consists of constructing, equipping, and <br />operating two domestic water production wells in the City of Colton on City -owned parcels. The <br />Project is anticipated to include the following activities: site clearing and fencing; drilling the wells, <br />casing the wells, developing the wells using airlift equipment, and testing of the wells using a <br />temporary diesel -driven pump; disposing of development and testing water; installing pumping <br />units, motors, electrical switchgear, and electrical power service; installing valves, site piping, and <br />appurtenances; installing disinfection facilities, installing discharge piping from pump discharges <br />to the existing water distribution system; painting of aboveground facilities; constructing <br />enclosures for protection of aboveground facilities; disinfecting the wells; start-up of the well <br />pumping plants; and operating the wells and well pumping plants. Development, testing, and <br />operational water discharges will be discharged to storm drain inlet leading to the Santa Ana River <br />in accordance with a discharge permit issued by the Regional Water Quality Control Board. <br />This Initial Study was completed by David F. Scriven with Krieger & Stewart, City of Colton's <br />Consulting Engineer in accordance with the State Guidelines implementing the California <br />Environmental Quality Act. This Initial Study was undertaken for the purpose of deciding whether <br />the project may have a significant effect on the environment. Copies of the Initial Study and Draft <br />Negative Declaration were available for public review at the City's office located at 650 North La <br />Cadena Drive, Colton, CA from October 19 through November 19, 2007. On the basis of such <br />Initial Study, City Staff has concluded that the project will not have a significant effect on the <br />environment, and has therefore prepared a Negative Declaration. Comments received along with <br />the initial study are appended to this report. The Notice of Intent to Adopt a Negative Declaration <br />was published in the San Bernardino County Sun and responsible agencies on October 19, 2007. <br />The 30 -day public review period ended on November 19, 2007. <br />Construction and operation of the project will not result in significant adverse impacts upon the <br />environment or any threatened or endangered species of plants or animals, nor will it result in <br />damage to, or destruction of, any significant examples of California history or prehistory. <br />Staff is recommending the City Council and Colton Utility Authority Adopt the Negative <br />Declaration, approve the Project for the Construction, Drilling and Equipping Wells 30 and 31. <br />FINANCIAL IMPACT: <br />The above project will be funded with the 1998 Water Revenue Bond Proceeds.
