EXHIBIT "E2" <br />MARKET STUDY <br />(Subconsultant: Market Profiles) <br />Market Profiles will complete the Market Study in support of this Specific Plan activity. <br />This Scope of Services provides a structure with which to evaluate the following uses: <br />A. Residential (For -Sale Detached, For -Sale Attached, For -Rent Attached) <br />B. Retail <br />C. Business Park <br />D. Office (General Office, Medical) <br />E. Hospitality <br />The purpose of the analysis is to establish the viability of the proposed development overall, <br />as well as each of the designated uses, and the viability of each land use within a mixed use <br />development incorporating two or more of the uses listed above. Two alternative conditions <br />will be taken into consideration in the analysis, one under the assumption that the site will be <br />served directly by extension of proposed passenger rail lines (including a station at some <br />point within the site), and the other that there would not be passenger rail service, but the site <br />would be served by Omnitrans, which currently has a bus station to the east of Pepper <br />Avenue (within the proposed Specific Plan area). <br />Market Profiles will examine supply and demand factors for each use as appropriate. The <br />research includes a combination of primary and secondary research, including field visits to <br />the site and to each identified existing competitive facility. In addition, Market Profiles will <br />contact both public and private sector sources to determine plans for future development that <br />may impact the viability of the subject project. <br />Precise trade and market area boundaries for each land use will be determined after <br />evaluation of locational characteristics including access and natural or man-made barriers, <br />location of competitive facilities, concentration of population and traffic/commute patterns. <br />The following pages contain our proposed Scope of Services for each land use, as well as <br />timing and budget parameters to complete the assignment. In addition, the content and form <br />of project deliverables is described. <br />A-13 <br />
