EXHIBIT "A" <br />SCOPE OF SERVICES <br />Scope of Services includes the following: <br />Exhibit A — Specific Plan <br />Sub -consultant: JHA Consulting, Inc. <br />Exhibit Al <br />— Aerial Topography and Boundary Map <br />Prime: Hall & Foreman, Inc. <br />Exhibit A2 <br />— Market Study <br />Sub -consultant: Market Profiles <br />Exhibit A3 <br />— Traffic Study <br />Sub -consultant: Kunzman Associates <br />Exhibit A4 <br />- Civil Engineering Services <br />Prime: Hall & Foreman, Inc <br />The project boundary to be included in the Specific Plan is defined by San Bernardino <br />Avenue on the north, Hermosa Avenue on the east, the I-10 freeway on the south and the <br />City of Colton boundary on the west. Properties within the City of Rialto, east of Riverside <br />Avenue, will be addressed in a conceptual manner to consider possible complementary land <br />uses on vacant properties, potential access from Riverside Avenue and suggestions to create a <br />unified Super Block. However, areas within the City of Rialto will not be included in the <br />Specific Plan. <br />PHASE ONE <br />I. WORK ITEM ONE: PROGRAM ORGANIZATION / DATA COLLECTION / <br />RESEARCH and ANALYSIS <br />Task One: Program Organization <br />The purpose of this task is to meet with the Client, stakeholders and sub -consultants <br />in order to develop an understanding of the project and in order to set a foundation for <br />an expeditious and efficient process. <br />A. Conduct an organizational team meeting with Client and all sub -consultants. At <br />this team meeting, known aspects of the site will be discussed and all items to <br />be accomplished will be reviewed and coordinated. Project goals and City <br />review processes will be discussed to assure an efficient project timeline is <br />achieved. Key city departments and outside governing agencies and their <br />respective contact people will be identified. <br />B. Meet and discuss with property owners / stakeholders in the Specific Plan <br />boundary area to review the Specific Plan process and to listen to their input. <br />One meeting is included. <br />C. Based on the above, a preliminary work schedule will be prepared and <br />submitted to the Client. <br />FEW <br />
