Task Two: Data Collection and Research <br />The purpose of this task is to become familiar with the site, to evaluate the existing <br />site physical conditions, infrastructure, market conditions, and to prepare a site <br />opportunities and constraints map. <br />A. Visit the site to become familiar with its general characteristics and <br />relationships to the surrounding community. Photograph the planning area in <br />reconnaissance fashion and reproduce in digital format for use in subsequent <br />meetings, discussions and presentations. <br />B. Gather and become familiar with available data in the form of maps, aerial <br />photography, photographs, charts, documents, prior plans, the City of Colton <br />General Plan, zoning, development codes and standards, existing facility and <br />infrastructure plans. <br />C. Meet and / or coordinate with key agencies pertinent to this project to become <br />familiar with their plans and activities. Up to three meetings are included in this <br />task. Information related to the following categories will be identified: <br />• Public Facilities: Fire, sewer, water, storm drains, schools, police, roads, <br />access, open space and recreational elements. <br />D. Site Considerations will be evaluated including topography, existing drainage <br />patterns / hydrology, visual quality, views, access, circulation patterns and <br />surrounding context. <br />E. Consultant will perform engineering research to ascertain existing infrastructure <br />conditions. Utility infrastructure to be reviewed will include storm drain, sewer, <br />and water systems and existing road rights of ways. Service providers for dry <br />utilities, e.g., telephone, cable, electrical services will be identified. <br />F. Boundary Map and Aerial Topographic Mapping shall be provided. Refer to <br />Attachment A for a more detailed scope for Tasks 1-3 below. <br />1. Consultant will perform survey research, and review assessor's parcel <br />maps and preliminary title reports for the parcels. Preliminary title reports <br />are to be provided by Client. In addition, pertinent documents will be <br />reviewed for the project site for existing recorded easements and for <br />assessments or restrictive covenants placed on the site. <br />2. Consultant will set Aerial Control and provide calculations required for <br />digital data and provide an Aerial Topographic Survey Map in accordance <br />with National Mapping Standards at a scale of I"= 100' and a contour <br />interval of 1'. <br />3. Consultant will prepare a compiled site boundary. <br />A-2 <br />
