SCOPE OF WORK <br />Cultural Resources <br />Records Search. An archaeological and historical records review and literature search will be <br />conducted through the San Bernardino Archaeological Information (SBAIC) of the Historic Resources <br />Information System. The objective of this archival research will be (1) to establish the status and extent <br />of previously recorded sites, surveys, and excavations within the Area of Potential Effects (APE) and <br />(2) to note what site types might be expec ted:to occur within the proposed APE based on the existing <br />data from archaeological sites located vitthin 0:5 mile of the APE. Data sources that will be consulted <br />at the SBAIC include. archaeological site and artifact records; historical maps; reports from previous <br />studies; and the state's Historic Resources Inventory (HRI) for San Bernardino County, which contains <br />listings for the National Register of Historic Places (National Register), the California Register of <br />Historical Resources (California Register), California Historical Landmarks (CHL), and California <br />Points of Historical Interest (CPHI). <br />NativeAmieriean Consultation. At the direction of Caltrans, LSA will conduct Native American <br />consultation. This process includes contacting the Native American Heritage Commission <br />(NAHC) and requesting a search of the Sacred Lands File for the APE. The NAHC' will provide the <br />results of this search and will include a list of tribes/groups/individuals with ties to the project area. <br />The NAHC will recommend that these parties are informed about the project. LSA will contact every <br />party on the list via a certified letter in which the project is described and comments pertaining to the <br />project are invited. Each unanswered letter will be followed' by up to two telephone calls to ensure <br />each party received the letter and. has had an opportunity to comment. <br />Area of Potential. Effects Map. In consultation with Caltrans and the City, LSA will develop an APE <br />map: for each bridge. The base maps will be provided by the project engineer, who will provide all the <br />Caltrans -required information that the engineer has available. LSA will: plot the remainder of the <br />information. The APE maps will include existing topography, borrow"area(s), staging area(s), and all <br />other Caltrans requirements as discussed in the Caltrans Draft Environmental Fidndbook Volume 2, <br />Cultural Resources (October 2007 or later). Per Caltrans, the map will be at a -scale of 1 " = 200 to <br />400' (A.scale of I 200' or thereabouts is preferable.) The maps identl,fy the entire area for each <br />bridge that may be directly and indirectly affected by the proposed project. Those entire areas will then <br />be archaeologically and architecturally surveyed. The maps will be developed in consultation with <br />Caltrans staff and submitted,t© Caltrans for approval and signatures with the cultural documents. This <br />proposal' assumes that no more than eight bridges will be:identified, documented, and evaluated. If <br />additional Bridges are identified, a budget augment will be necessary., This proposal provides a budget <br />to prepare an APE map based on the first set of engineering plans provided. If engineering plans <br />change once the APE map has been completed, a budget augment may be necessary. <br />Architectural Survey. LSA will conduct an intensive -level architectural survey of each `bridge and <br />any other built environmental resources within each APE. The bridges will be photographed and <br />recorded and evaluated on State of California Department of Parks and Recreation (DPR) Series 52.3 <br />forms. A maximum, of eight sets of DPR 523 forms will be completed. Any additional DPR Series 523 <br />forms will require additional budget. This proposal assumes that there are no. historic; districts within <br />the indirect or direct APE. <br />Archaeological Survey. Once the APE maps have been created, LSA will be able to determine <br />whether there is any natural ground surface exposed within any of the APES: If so, an archaeological <br />survey will be conducted of the exposed ground surface. If no exposed ground surface is evident, a <br />survey will not be necessary. However, if there are any previously recorded archaeological sites within <br />an APE, they will be field checked, and existing documentation will be updated on DPR Series 523 <br />forms. This proposal assumes that an archaeological survey will be required for all eight APEs, but <br />that the findings will be negative for archaeological sites. If there are any sites within an APE, a budget <br />augment will be necessary. <br />
