Survey. A paleontological field survey will be conducted to confirm the results of the literature review
and locality search and assess the sensitivity of sediments within the APEs.
Reports. Three documents may be required: a Paleontological Investigation Report (PIR), a
Paleontological Evaluation Report (PER), and a Paleontological Mitigation Plan (PMP). The PIR and
PER are often combined into a single document. The PIR and PER must be preparedprior to
completion of the Project Approval/Environmental Document (PA/ED) phase in orderto minimize
construction delays. The PMP must be developed prior to the beginning of construction. The purpose
of the PIR is to identify whether paleontological resources may be present within the project; area; the
purpose of the PER is to evaluate the significance of the resources if it is determined that resources are
likely to be present. The purpose of the PMP is to develop mitigation for those significant resources.
Occasionally, the PIR/PER will determine that, despite the results of the literature search, it is unlikely
that the project will encounter significant resources during construction. This may be due to the
removal of sensitive sediments as a result of previous construction in the area, or burying the sensitive
sediments with fill deeper than depths that will be encountered during construction related to"the
project. In these cases, a PMP will not be required, and the reason will be specified in the PIR/PER.
This proposal does not include budget to prepare a PMP. If a PMP is necessary, a budget augment will
be required.
Meetings
LSA architectural historian Casey Tibbet has already attended one field meeting, which was held on
October 22, 2007. LSA anticipates that cultural/paleontological resources staff will attend up to three
additional meetings with the City and/or Caltrans.
PERSONNEL
LSA key staff involved in this project will be Deborah McLean, M.A.., RPA, Principal (Archaeology),
who will serve as the cultural resources task manager; Casey Tibbet, M.A., Cultural Resources
Manager, who will serve as the Architectural Historian/Historian; Phil Fulton, B.A.,, Cultural
Resources Manager (Archaeology), who will serve as the Co -Principal Investigator— Prehistoric and
Historical Archaeology; Terri Fulton, B.A., Cultural Resources Manager (Archaeology), who will
serve as the Native American consultation coordinator, Bill Bell, Researcher, who will serve as
historical researcher; and Brooks Smith, B.S., and Bob Reynolds, B.A., who will serve as
paleontologists.
