ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF APRIL 1, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMANDA RHINEHART, INTERIM PUBLIC WORKS <br />ADMINISTRATOR <br />SUBJECT: APPROVE AMENDING THE 2007/2008 CAPITAL IMPROVEMENT <br />PROGRAM BUDGET IN THE AMOUNT OF $10,000; AUTHORIZE <br />AWARD OF A PROFESSIONAL SERVICES AGREEMENT IN THE <br />AMOUNT OF $56,000 TO LSA ASSOCIATES, INC. FOR SEISMIC <br />RETROFIT OF BRIDGES AT VARIOUS LOCATIONS. <br />DATE: MARCH 24, 2008 <br />BACKGROUND: <br />The statewide Seismic Safety Retrofit Program was established by emergency legislation (SB 36x) <br />enacted during a legislative session after the October 1989 Loma Prieta Earthquake to provide <br />funding assistance to local agencies for remedying structural seismic design deficiencies of public <br />bridges on local streets and roads in California. All these bridges were screened for risk of collapse <br />during seismic events. The voters of the State of California passed Proposition 1B on November 7, <br />2006, which created a Local Bridge Seismic Retrofit Account making available an 11.5 percent <br />match for the federal highway bridge funds. <br />Eight bridges in the City of Colton are among the bridges in California slated to receive Prop 1B <br />funds: <br />- Bridge #54C-0077: La Cadena Drive over Santa Ana River <br />- Bridge #54C-0078: La Cadena Drive, under BNSF, Amtrak, Metrolink <br />- Bridge #54C-0079: La Cadena Drive, Wilson Elementary school pedestrian over -crossing <br />- Bridge #54C-0100: Mt Vernon Avenue over Santa Ana River <br />- Bridge #54C-0101: Mt Vernon Avenue over UPRR and Amtrak <br />- Bridge #54C-0375: West "C" Street over UPRR <br />- Bridge #54C-0384: "C" Street over UPRR <br />- Bridge #54C-0599: Rancho Avenue, Colton High school pedestrian over -crossing <br />ANALYSIS/DISCUSSION: <br />In order to receive funding and proceed with the seismic retrofit of the aforementioned bridges, the <br />City of Colton is required to go through environmental clearance with the California Department of <br />
