Transportation (Caltrans). This process entails the submittal of environmental reports for Caltrans' <br />review and approval. Prior to the submittal of the environmental documents, a field review meeting <br />is required to be held at the bridge locations with Caltrans staff. This field review meeting was held <br />on October 22, 2007. <br />To obtain the environmental clearance required for the identified bridge projects from Caltrans, the <br />City must complete an air quality assessment report for the identified bridges. Staff has informally <br />bid this professional service as required per the City's purchasing ordinance. Six qualified <br />consultants were contacted to respond to the issued Request for Proposals, however only a single <br />consultant responded, LSA Associates, Inc. Staff has reviewed the submitted proposal from LSA <br />Associates, Inc and recommends award of a professional services agreement, in the amount of <br />$56,000, to provide the air quality assessment document for the City's seismic bridges. <br />ENVIRONMENTAL IMPACT: <br />Approval of the attached professional services agreement (Exhibit `B") for the Environmental <br />Services for the Seismic Retrofit of Bridges at various locations in the city of Colton will not have <br />an environmental impact. <br />CONFLICT OF INTEREST: <br />Exact Business Name: <br />President or equal: <br />Contact or representative <br />LSA Associates, Inc. <br />Deborah McLean, Principal <br />Deborah McLean <br />FINANCIAL/FISCAL IMPACT: <br />The award of the proposed agreement will require funds totaling $56,000.
