A -frame signs; <br />I. Inflatable balloon signs, including, but not limited to individual balloons, balloon strings, <br />and other inflatables made of a flexible material and inflated so as to be lighter than air; <br />J. "Can signs," except logos; <br />K. "Pole signs" and other freestanding signs constructed with a single supporting pole that is <br />not covered with architectural cladding or other covers so as to appear as a solid base or <br />structure; <br />L. Signs made of paper and placed on the exterior of a building and handwritten signs/flyers <br />placed in windows; <br />M. Signs located in the public right-of-way or located on a publicly owned tree, fence, or <br />utility pole or otherwise posted on public property; <br />N. Signs made of neon, except that neon tubing may be used as a source of illumination, <br />provided it is behind the face of the sign; <br />O. Signs affixed to vehicles where the primary purpose of the vehicle is advertising. This <br />does not apply to signs maintained on vehicles when such advertising is incidental to the <br />primary purpose for which the vehicle is being uses (e.g., delivery service) or is required <br />by State of Federal law (e.g., contractor's license number). <br />P. Signs exceeding two square feet in area carried by individuals while standing, sitting or <br />traveling along any public sidewalk or other public property (Ord. 0-03-02 § 3 (part), <br />2002); and <br />Q. Signs attached to light standards unless part of a uniform sign program. <br />18.50.080 General Development, Maintenance, and Removal Provisions <br />A. Construction of Signs. Every sign and all parts, portions and materials shall be <br />manufactured, assembled, and erected in compliance with all applicable state, federal and <br />city regulations, including the city's adoption of the California Building Code. <br />B. Maintenance of Signs. Every sign and all parts, portions and materials shall be <br />maintained and kept in proper repair. The display surface of all signs shall be kept clean, <br />neatly painted, and free from rust and corrosion. Any cracked, broken surfaces, <br />malfunctioning lights, missing sign copy, or other non -maintained or damaged portions of <br />a sign shall be repaired or replaced within thirty days following notification by the city. <br />Noncompliance with such a request will constitute a nuisance condition and zoning <br />violation and will be enforced as such. <br />C. Determination and Measurement of Sign Area. <br />1. General Area Calculation. Generally, the area of a sign shall be measured as the <br />overall length of the sign times the overall height of each segment of copy or logo. <br />When the sign is composed of individual letters applied to the building without a <br />distinctive background (e.g., channel letters), the area of the sign shall be measured as <br />75 percent of the area of the sign copy (height of the letters times the length of each <br />line of letters, e.g., length x height x 75 percent). <br />-16- <br />
