budget (Exhibit A) does not reflect any changes to the five zones located within the District (Zones:
2, 3, 4, 5 and 8).
The levies within the District range from: $52.82 to $195.56. The following local San Bernardino
County cities have Landscape Lighting Maintenance Districts: Fontana, Highland, Loma Linda,
Redlands, Rialto, San Bernardino, and Yucaipa. The annual assessments range from $6 to $5,000
(detail noted in Exhibit 'C').
On April 1, 2003, the City Council approved an amendment to the Colton Municipal Code
increasing the powers and duties of the Community Facilities District Commission (CFD) to include
review of the city's LLMDs. As the CFD Commission exists today it is not comprised of enough
members to obtain a quorum. This being the case, staff was unable to present the preliminary
budget and engineer's report correspondent to LLMD 1 for their review.
FINANCIAL IMPACT:
The Engineer's Report is on file in the Office of the City Clerk as prescribed by law and identifies
the LLMD 1 operating budget for 2008/2009 to be $325,730. There will be an impact of $8,173 to
the General Fund as the assessed rates will not provide for all service costs.
ENVIRONMENTAL IMPACT:
None.
CONFLICT OF INTEREST — Gift Disclosure Requirements
Not Applicable.
RECOMMENDATION:
Staff recommends that the City Council adopt the following resolutions correspondent to LLMD 1:
1) Resolution approving the order of the levy and collection of assessments for fiscal year
2008/2009;
2) Resolution approving the Final Engineer's Report.
Exhibit 'A' — FY 2008/2009 Budget
Exhibit 'B' — LLMD Map
Exhibit 'C' — Comparable Rates
Resolutions
Prepared by: Maritza Tapia, Public Works
REVIEW TEAM ONLY
City Attorney: !)•c9%'l¢ H^ 10E Finance Director:
City Manager: ISI OTHER:
