He must store and manage the toxics efficiently, lawfully, and safely. <br />Protection of the community is of paramount importance. <br />I don't see this stressed in the staff report. I have no faith in this skimpy staff <br />report to produce detailed, clear cut, fool proof , treatment, storage, <br />management, and disposal procedures that will keep the people in the <br />community safe and healthy. <br />The order must be given back to the Planning Commission and Community <br />Development to table this modification for more intense review, research, <br />expansion, and rewriting. The Community Development staff does not have <br />the background or capability to work this critical problem. It must be taken <br />up with experts in the field of toxics management and transportation. I found <br />the DTSC very helpful and recommend that the city contact Mr. Peter Wood, <br />phone number 916-445-5720,and use his expertise in auto shredder residue <br />for leadership and consultation. <br />This toxic residue is a real threat to the community if it is not handled and <br />stored correctly. It will kill people just as sure as a bullet in the heart. But, it <br />will do so silently, no one will hear the explosion. No one will see the toxics <br />blowing in the air. No one will notice the toxic dust when breathing. <br />We must deal intelligently with this problem. We will only have this one <br />opportunity. Our lives depend on it. <br />
