CITY OF COLTON
REPORT
FOR COUNCIL MEETING OF SEPTEMBER 16, 2008
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: MARK NUAIMI, ASSISTANT CITY MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COLTON EXPRESSING THE CITY COUNCIL'S SUPPORT FOR
SENATE BILL 1335 (NEGRETE-MCLEOD)
DATE: September 11, 2008
BACKGROUND:
An Infrastructure Finance District provides City's with a mechanism to leverage City
and County property taxes. Colton had proposed to the state in January 2008 to allow
for the formation of a Redevelopment Project Area in the Agua Mansa area. Senator
Gloria Negrete-McLeod responded to that request with proposed legislation that
simplifies the formation of an Infrastructure Finance District.
DISCUSSION / ANALYSIS:
The City of Colton is in the process of forming an Infrastructure Finance District along Agua
Mansa Road. Agua Mansa Road is an industrial corridor that is bounded by the Santa Ana
River on the south, California Portland Cement on the north-east, and Delhi Sands Flower
Loving Fly habitat on the north-west.
