CITY OF COLTON <br />REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 16, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARK NUAIMI, ASSISTANT CITY MANAGER <br />SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON EXPRESSING THE CITY COUNCIL'S SUPPORT FOR <br />SENATE BILL 1335 (NEGRETE-MCLEOD) <br />DATE: September 11, 2008 <br />BACKGROUND: <br />An Infrastructure Finance District provides City's with a mechanism to leverage City <br />and County property taxes. Colton had proposed to the state in January 2008 to allow <br />for the formation of a Redevelopment Project Area in the Agua Mansa area. Senator <br />Gloria Negrete-McLeod responded to that request with proposed legislation that <br />simplifies the formation of an Infrastructure Finance District. <br />DISCUSSION / ANALYSIS: <br />The City of Colton is in the process of forming an Infrastructure Finance District along Agua <br />Mansa Road. Agua Mansa Road is an industrial corridor that is bounded by the Santa Ana <br />River on the south, California Portland Cement on the north-east, and Delhi Sands Flower <br />Loving Fly habitat on the north-west. <br />
